EXHIBIT A SCOPE OF SERVICES Project Background The East 14th Street/Hesperian Boulevard /150th Avenue Street Improvements involves the construction of various lane reconfigurations, signal modifications to improve the overall Level -Of- Service for the intersections and to enhance safety for motorists, pedestrians and transit riders by acquiring the triangle shaped parcel in the center of this intersection for widening of existing roadways. The consulting services covered under this contract comprise of work related to remediation of contaminated soil at 14901 East 14th Street. Scope of Work Task 1— Site Remediation Based on the findings of historic environmental assessments, the tasks outlined below discuss activities and costs associated with the implementation of Ninyo & Moore's Remedial Action Plan (RAP), dated January 10, 2008. The scope of work associated and to be performed by the Consultant is the following: Subtask 1.1: Project Coordination Project set -up, pre -construction site visits, updated document reviews, and client and regulatory meetings. Subtask 1.2: Preparation of Bid Documents and Remediation Costs Construction plans, specifications and estimates (PS &E) will be prepared for inclusion in the bid package for the City. The PS &E package is subjected to review and shall be approved by the City. The specifications will include: 1) Summary of Work, which will include a description of planned site use, a list of site documents, a list of contractor plans, and a brief summary of contractor activities; 2) Move In, Site Preparation, Site Maintenance. Move Out, which will include a description of contractor actions consist of establishing work zones, clearing the site, establishing health and safety procedures, establishing storm water management and, performing the final site cleanup and final demobilization; 3) Dust Control, which will include a description of contractor actions relating to dust control associated with excavation, backfill and compaction activities, truck traffic (on and off site), loading and decontamination of equipment and transportation vehicles, and exposed site soil and soil stockpiles; 4) Earthwork, which will consist of providing direction for handling clean and contaminated soil, truck loading, backfill, final grading, and compaction quality assurance as required by Standard Specifications and as directed by the Consultant; and 5) Transportation and Disposal, which will include instructions for transporting and disposing of excavated contaminated soil.
