The attached <br /> memorandum from the City Attorney addresses that issue. Further, the City Council requested <br /> this item be placed on the agenda in order to begin discussion regarding the recruitment process. . <br /> Staff recommends that the City Council appoint an Ad Hoc Committee of the Council to work <br /> with an executive recruiter to develop a recruitment process. <br /> DISCUSSION <br /> • Several organizations provide useful information regarding city manager recruitments, <br /> including the League of Cities and ICMA. <br /> • If the City Council elects to hire an executive recruiter, the cost will range from $20,000 - <br /> S25,000. Conducting a RFQ process to solicit proposals from executive recruiters will <br /> add several weeks to the process. <br /> • The Ad Hoc Committee can work with the recruiter to develop a process that meets their <br /> requirements. The recruiter can ensure that the Council is aware of best practices. <br /> • A typical city manager recruitment process will take around six months. A sample <br /> timeline in outlined below: <br /> TASK SCHEDULE <br /> Designate a City Council Ad Hoc Committee • Week 1 <br /> Issue RFQ to solicit proposals for executive recruiter Week 3 <br /> Review proposals, interview recruiters develop contract and Week 6 <br /> recommend to City Council <br /> Recruiter meets with Council to determine profile, criteria, scope, steps Week 8 <br /> and schedule <br /> Develop recruitment materials, advertise and conduct outreach Weeks 9 — 14 <br /> Review applications and conduct initial screenings Weeks 15 - 16 <br /> Review finalists with City Council and select those to be interviewed Week 17 <br />
