Hollister, Ity Manager Subject: Request of Mayor to Appoint Additional Members to the Shoreline Development Citizens Advisory Committee At the City Council's January 10, 2011 workshop, Mayor Cassidy requested and received City Council consensus to consider allowing the Mayor to appoint three additional members to the Shoreline Development Citizens Advisory Committee (CAC) and the new District 5 Councilmember to appoint one additional member. At the meeting, the request was not referred to a City Council committee, and the Mayor subsequently requested that the matter be placed on the January 18, 2010 City Council agenda. Attached are background materials on the process used in establishing the CAC in 2008. The process consisted of citizen and stakeholder applications, a Council subcommittee review and recommendation, and Council appointment of approximately 30 members representing a variety of interests and geographical locations throughout the City. At the City Council Shoreline — Marina Committee's September 13, 2010 meeting, discussion ensued over filling a CAC vacancy (YAC representative). Staff recommended against filling the vacancy to ensure CAC continuity and given the CAC's closeness to completing its charge after two years of service (minutes attached). A suggestion to appoint an adult member to the CAC was not acted upon by the Council Committee. The CAC is only periodically meeting and is tentatively scheduled to meet in March.
