Program. The City requires a grading permit any time more than fifty (50) cubic <br /> yards of materials are moved or more than 5,000 SF of surface is disturbed. The <br /> Ordinance requires: 1) An erosion control and sediment plan be prepared, <br /> submitted and approved by the City prior to issuance of the Grading Permit. 2) An <br /> Operation and Maintenance Information for Stormwater Treatment Measure form <br /> be completed. <br /> K. All catch basins within the work area and the nearest off -site catch basin(s) shall <br /> be protected with filter fabric, silt sacks or other method as approved by the City <br /> Engineer, to prevent silt and debris from entering the on -site and off -site storm <br /> drain systems. <br /> L. No construction materials and /or equipment shall be stockpiled or parked within <br /> the City right -of -way without the City Engineer's approval. <br /> M. The Urban Runoff Clean Water Program requires that all runoff be treated to <br /> remove sediment and water borne pollutants prior to discharge into a public <br /> facility. Examples of control measures include, but are not limited to: routing of <br /> pavement and roof runoff through vegetated swales, vegetated filter strips or <br /> landscaped areas in lieu of direct hydraulic connection to the storm drain system; <br /> structural control measures, such as oil /water separator(s), sand filter(s), fossil <br /> filter(s) or other methods that may be proposed by the applicant and approved by the <br /> City Engineer to intercept and pretreat storm water prior to discharging to the storm <br /> drain system; and /or other Best Management Practices that the applicant may <br /> propose. On projects of this type, this can typically be handled by modifying the <br /> existing on -site catch basins to accommodate fossil filters. <br /> N. Trash enclosures and/or recycling areas must be completely covered; no other area <br /> shall drain onto this area. <br /> O. All on -site storm drains must be labeled "No Dumping — Drains to Bay" using <br /> thermoplastic paint. <br /> P. All on -site storm drains must be cleaned at least twice a year; once immediately <br /> prior to the rainy season (October 15) and once in January. Additional cleaning may <br /> be required by the City Engineer. <br /> Q. The parking lot depth of stalls shall be 18.5' instead of 18'. If the concrete walk <br /> way is at the same grade as the paved parking area, wheel stops shall be installed. <br /> Bollards may be proposed instead of wheel stops, subject to the review and <br /> approval by the Community Development Director of the design and placement. <br /> The site shall provide bike racks for promoting multi -modal transportation. <br /> R. The proposed exiting driveway for the drive - through aisle shall be posted with a <br /> stop sign, stop pavement legend, and a stop limit line for the drive - through <br /> drivers. Another "Do Not Enter" sign shall also be posted at the driveway to be <br /> seen by drivers on the intersecting circulation route. <br /> S. Based on the Traffic Study, the applicant shall contribute 2% of the fair share to <br /> the eventual widening project at the intersection of Hesperian Boulevard and <br /> Amended Conditions of Approval November 3, 2010 <br /> PLN2005 -001 12 Page 5 of 10 <br />
