high school students to job training and opportunities in manufacturing <br />businesses. <br />• With guidance from the Agency and the Chamber of Commerce, six San Leandro <br />businesses started working together as part of a "Sustainability Circle" led by <br />Natural Capitalism, Inc. Leaders from each of the participating companies <br />worked cooperatively and with industry experts to explore ways to increase the <br />efficiency of their operations, thereby lowering their energy expenditures. The <br />Redevelopment Agency contributed half of each participant's costs through the <br />Industrial Competitiveness Program. The participating companies included: <br />Alameda County Industries, Alco Iron and Metals, Ghirardelli Chocolate, Mi <br />Rancho, OSlsoft, and Scandic Springs. <br />• The Agency continued implementation of an Industrial Competitiveness Grant <br />program to provide technical assistance as well as funding for capital <br />improvements which assist manufacturers and other industrial businesses in <br />increasing energy efficiencies, thereby reducing their costs. This not only meets <br />the City's goal of green house gas emissions reduction, but also assists <br />businesses in remaining competitive. An Energy Efficieincy Resource Fair was <br />held in October 2009 and loan Agreements executed with Mi Rancho Tortilla <br />Factory for lighting improvements and Scandic Springs for installation of <br />skylights. <br />• Ridge Foundry, located at 1554 Doolittle Drive, initiated a successful fagade <br />improvement which included the installation of new fencing, paving and <br />landscaping along the Doolittle frontage which was in serious need of a facelift. <br />The Agency assisted with the design and contributed to this project, with <br />completion expected early in the 2010 -11 fiscal year. <br />• In 2009 -10 the Agency continued to provide administrative support to the San <br />Leandro LINKS shuttle which transports employees between industrial <br />businesses and the Downtown San Leandro BART Station. Ridership of the <br />shuttle continues to be strong. Grants have been secured for the next three <br />fiscal years which eliminated the need for an Agency contribution in this fiscal <br />year. Agency support will be needed in future years although the amounts should <br />be considerably lower than in the past. <br />Housing <br />The housing objectives of the San Leandro Redevelopment Agency 2004 -09 <br />Implementation Plan, City of San Leandro Housing Element, and the City's U.S. <br />Department of Housing and Urban Development (HUD) 2005 -2009 Consolidated Plan <br />address the underserved housing needs of households and families in San <br />Leandro. One of the primary goals in these City housing plans is to provide programs <br />that foster and maintain affordable housing. The Agency is a crucial funding source and <br />has effectively leveraged set -aside funds with other sources in cooperation with <br />
