SA V <br /> San Leandro Bicycle and Pedestrian Master Plan <br /> Chapter 1: INTRODUCTION <br /> Federal <br /> • SAFETEA-LU (2005) <br /> • AASHTO Guide for the Development of Bicycle Facilities (1999) <br /> • Americans with Disabilities Act (1990) <br /> Conformance with Funding Requirements <br /> The Bicycle and Pedestrian Master Plan is in conformance with the California <br /> Bicycle Transportation Act (BTA), the Transportation Development Act (TDA), <br /> and Measure B requirements to put the City in a good position to compete for <br /> funding from these sources. The requirements of BTA funding are generally <br /> considered the most challenging; satisfying the BTA will also improve the City's <br /> competitiveness in pursuing other Federal and state funding sources. <br /> Appendix E lists the 11 elements required by the BTA and identifies where they <br /> are addressed in the Plan. Measure B and TDA require that the Plan contain a <br /> list of prioritized projects approved by a committee. The prioritization <br /> methodologies and resulting list of prioritized projects may be found in <br /> Chapter 6. <br /> Community Involvement in Development of the Plan <br /> A Bicycle and Pedestrian Advisory Committee (BPAC) was formed to advise City <br /> staff and the consultant team in development of the Plan. The BPAC included 13 <br /> members and three alternates. Six public meetings were held with the BPAC <br /> between January and August 2010 including a field trip in March 2010 to look at <br /> walking and bicycling conditions throughout the City. The Plan was <br /> recommended for approval by the BPAC in September 2010. <br /> Project Setting <br /> The City of San Leandro is located in the East Bay of the San Francisco Bay Area <br /> between the City of Oakland (to the north) and the unincorporated <br /> communities of Alameda County to the south (San Lorenzo) and east (Castro <br /> Valley). To the west, San Leandro has more than three miles of shoreline on the <br /> San Francisco Bay. The City covers approximately 15 square miles and is home <br /> to more than 80,000 residents. In addition to its local recreation, school, <br /> shopping, entertainment and employment destinations, the City has a number <br /> of regional attractors including the Oyster Bay Regional Shoreline, San Leandro <br /> Marina, segments of the Bay Trail, Anthony Chabot Regional Park, and Bayfair <br /> Center.
