Chapter 2: GOALS AND POLICIES <br /> r � 3 �ti <br /> Chapter 2: Goals and Policies <br /> The Bicycle and Pedestrian Master Plan contains goals and policies for <br /> developing and implementing a bikeway system and pedestrian improvements <br /> that can meet the City's vision for: <br /> A city where walking and bicycling are fully integrated into daily life, providing <br /> environmentally - friendly transportation alternatives that are both safe and <br /> convenient for people of all ages and abilities. <br /> These goals and policies are outlined below. <br /> Goal 1: Support bicycling and walking and the development of a <br /> comprehensive bicycle and pedestrian transportation system as a <br /> viable alternative to the automobile. <br /> Policies: <br /> 1.1 Work to ensure that all streets in San Leandro are pedestrian <br /> and bicycle- friendly. <br /> 1.2 Update the Bicycle and Pedestrian Master, Pion, part of the <br /> City's General Plan, every five years to identify existing and <br /> future needs and provide specific recommendations for facility <br /> and program improvements and phasing. <br /> 1.3 Include updates to the Bicycle and Pedestrian project lists as <br /> part of the larger annual Capital Improvement Project (CIP) <br /> update that the City undertakes for all projects. <br /> • <br /> 1.4 Ensure that the Plan is consistent with all existing city, county, <br /> regional, state, and federal policy documents. <br /> Goal 2: Implement bicycle and pedestrian improvements maximizing the <br /> amount of funding for which San Leandro is eligible. <br /> Policies: <br /> 2.1 Identify current local, county, regional, state, and federal <br /> programs that would fund bicycle and pedestrian capital <br /> improvements and programs, along with specific funding <br /> requirements and deadlines. <br /> 2.2 Identify non - governmental funding sources for bicycle and <br /> pedestrian capital improvements and programs such as non- <br /> profit or foundation grants, public - private partnerships, and <br /> community organizations. <br /> 2.3 Pursue multi jurisdictional funding applications with Alameda <br /> County, neighboring cities and other potential partners such as <br /> BART and the East Bay Regional Park District (EBRPD). <br /> Page 11 <br />
