, s W e4 <br /> {' ° t San Leandro Bicycle and Pedestrian Master Plan <br /> r <br /> Chapter 3: BICYCLE NETWORK <br /> Chapter 3: Bicycle Network <br /> The Bicycle and Pedestrian Master Plan sets forth a blueprint for completing the <br /> system of bikeways and support facilities within the City of San Leandro. When <br /> the Bicycle Master Plan was first adopted in 1997, the City had just 7.4 miles of <br /> bicycle lanes on City streets. Since then, the Plan was updated in 2004 and some <br /> of the City's bikeway network described in these previous plans has been <br /> implemented. The existing network now includes 17.7 miles of bicycle lanes, 4.2 <br /> miles of bicycle paths and 3.1 miles of signed bicycle routes, for a total existing <br /> network of approximately 25 miles. This latest update builds upon the existing <br /> bicycle facilities and the proposed networks outlined in previous plans with a <br /> focus on accommodating bicycle travel throughout the City and providing access <br /> to key employment, school, recreation, shopping and transit destinations. <br /> Bicycle Facilities <br /> Bicycle facilities include bikeway treatments, bicycle parking, and signage. These <br /> elements are described below with additional design detail included in the <br /> Bicycle and Pedestrian Design Guidelines. This discussion includes what is <br /> currently in use in San Leandro and other options that may be utilized during <br /> implementation of the Plan. <br /> Bikeway Treatments <br /> Bikeway planning and design in California typically relies on the guidelines and <br /> design standards established by Caltrans as documented in "Chapter 1000: <br /> Bikeway Planning and Design" of the Highway Design Manual (2009) and Part 9 <br /> of the Manual of Uniform Control Devices (CA MUTCD 2010). These documents <br /> follow standards developed by the American Association of State Highway and <br /> Transportation Officials (AASHTO) and the Federal Highway Administration <br /> (FHWA), and identify specific design standards for various conditions and <br /> bikeway -to- roadway relationships. <br /> Bicycle facilities in San Leandro fall into the following three types which are <br /> illustrated below in Figure 2. <br /> 1. Class I bike paths, also known as multi -use paths, are separated completely <br /> from motor vehicle traffic but may be shared with pedestrians. Bicycle paths <br /> in San Leandro are found along the waterfront and in the shoreline parks. <br /> Most of these pathways are also part of the San Francisco Bay Trail network. <br /> 2. Class II bike lanes are striped in the roadway for the exclusive use of <br /> bicycles. Vehicle parking and vehicle /pedestrian cross -flow are permitted. <br /> The striping is supported by pavement markings and signage (CA MUTCD <br /> R81). San Leandro has installed "Bikes Wrong Way" signs to the back of <br /> many of the bike lane signs to encourage correct bicycling behavior. In San <br /> Page 17 <br />
