It considers the range of age and skill level (adults, <br /> novice and children) of those that chose to travel by bicycle. <br /> The bikeway network is a tool that allows the City to focus and prioritize <br /> implementation efforts where they will provide the greatest community benefit. <br /> Streets or corridors selected for inclusion in the network should be targeted for <br /> specific improvements, such as the installation of bicycle lanes or wide curb <br /> lanes and should receive regular maintenance, such as sweeping and pavement <br /> repair, to keep these roadways in good bicycling condition. <br /> However, it is important to recognize that, by law, bicyclists are allowed on all <br /> streets and roads regardless of whether or not they are a part of the bikeway <br /> network. Consequently, all streets should be improved for safer bicycle travel <br /> when opportunities arise following the guidelines provided in the Son Leandro <br /> Bicycle and Pedestrian Design Guidelines, MTC's Complete Streets Checklist, and <br /> best practices for bicycle accommodation. <br /> Bikeway Selection Criteria <br /> The proposed system was developed according to the following planning <br /> criteria: <br /> Coverage: The system should provide equitable, reasonable access from all <br /> residential neighborhoods to both commute and recreation routes. In essence, <br /> the system should provide a bicycle facility within one -half mile of any <br /> residential street. <br /> System Rationale: Each link in the system should serve one or a combination of <br /> these purposes: recreation, connection, and commuting. Bikeway links should <br /> be continuous with a minimal number of arterial crossings and uncontrolled <br /> intersections. <br /> Avoidance of Arterials: Assigning bikeways on arterials with high traffic <br /> volumes, high travel speeds, or narrow right -of -ways should be avoided if at all <br /> possible. <br /> Connection of Employment Centers: Downtown, business parks, major retail, <br /> and other employment centers should be accessible from all neighborhoods by <br /> a reasonably direct system. <br /> Connection of Schools, Libraries and Parks: Schools, libraries, and parks should <br /> be connected to surrounding residential neighborhoods by bikeways. While not <br /> serving every residential street, the bikeway system should serve as feeder <br /> routes where special safety features can be provided at busy intersections. <br /> Connection to Regional Bikeways: The bikeway system should allow continuous <br /> access to potential regional bikeway routes and routes in adjacent communities. <br /> Page 33 <br />
