A scoping meeting for the Environmental Assessment required for the project was held on <br /> January 13. Senior Planner Kathleen Livennore attended that meeting and will submit <br /> comments as appropriate. Staff also expressed concerns as to what impacts there will be to <br /> communities should runways be out of service during construction and air traffic moved to <br /> other runways, concerns regarding construction truck traffic on City streets during the project, <br /> and asking the Port to be aware of any CMA projects on Davis Street during this RSA <br /> construction. <br /> Councilmember Starosciak asked if the noise contours for the airport would change as a result <br /> of this project. Mr. Polston believes they may shift slightly to the north, toward Alameda, but <br /> not to any significant degree. <br /> Recommendations: <br /> None <br /> 2. Report from North Field and South Field Study Groups and Aviation Stakeholders <br /> Advisory Committee <br /> Kathy Ornelas gave the report. The Airport's Noise Management Office has been meeting <br /> with pilot groups to continue education about flying neighborly. They are also considering <br /> subscribing to a Whisper Pilots web site so that pilots flying into OAK can obtain the airport's <br /> noise abatement procedures from this service. <br /> For the South Field group, the notable news is that FedEx has removed all of its 727 flights out <br /> of OAK during the early morning hours (1:00 -5:00 a.m.). FedEx still has some in their fleet <br /> serving OAK, but they generally operate during daytime hours. South Field Group member <br /> John Manuel asked the Noise Office to monitor the 757s that have been put into the fleet to see <br /> what noise events they are creating. <br /> The Aviation Stakeholders Advisory Committee held its 30`h meeting in October; San Leandro <br /> has been represented at all 30 meetings over the years. <br /> The Noise Forum will be holding a "Noise 101" training session at its April 2011 meeting, and <br /> members of the Committee and the new citizen representatives to the North and South Field <br /> Groups are encouraged to attend. <br /> 3. Discussion Regarding Meeting Dates and Times <br /> The Committee was in agreement that the meetings will continue to be at 9:00 a.nt. on the 2" <br /> Friday of odd - numbered months. <br /> 4. Discussion Regarding Appointment of Committee Chair <br /> The Committee was in agreement that Councilmember Starosciak will continue as Committee <br /> Chair. <br />
