Why can't we start construction now that Measure M has <br /> passed? <br /> Response: We wish we could. However, the planning phase precedes <br /> the construction phase. Due to the Field Act, and because of seismic <br /> and safety concerns, all school facilities built in the State of California <br /> are required to go through a rigorous design and plan review by the <br /> Division of State Architect (DSA) for approval, prior to bidding & <br /> construction. <br /> Major activities included in the planning phase are environmental and <br /> engineering studies, geotechnical soils reports, traffic studies, soils <br /> testing, community forums & gathering input from various <br /> stakeholders, including, school district staff, students and families, <br /> and community. <br /> Here is a brief summary of tasks to be undertaken before construction <br /> can begin: <br /> (Time is based on best estimates) <br /> • Environmental studies - California Environmental Quality Act <br /> (CEQA) documents .13 months <br /> • Title, easement, boundary /topography studies 4 months <br /> • Geotechnical soil reports 2 % months <br /> DSA approval after design can take 4 -6 months. Is it true that the San Leandro High School Swimming Pool has <br /> been threatened with closure from the Alameda County Health <br /> Department in 2012, at the end of swim season? If so, what happens <br /> with the swim team between the time of closure and the building of <br /> the new pool? <br /> Response: The District has not received a formal letter from the • <br /> Health Department extending the pool closure deadline. However, 1 <br /> staff has had favorable discussions with the Health Department and <br /> we will continue to work with them to minimize interruptions. <br />
