Hollister, City Manager <br /> FROM: Michael Bakaldin, Public Works DirectorMB <br /> 13V: Debbie Pollart, Facilities & Open Space Manager <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING A NON - PROFESSIONAL SERVICES AGREEMENT <br /> BETWEEN THE CITY OF SAN LEANDRO AND KINETICS MECHANICAL SERVICE, <br /> INC. (KMS), FOR THE HVAC REPLACEMENT AT SOUTH OFFICES PROJECT <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends the City Council approve the Non- Professional Services Agreement with <br /> Kinetics Mechanical Service (KMS) for a not -to- exceed amount of 575,844.00 to complete the <br /> HVAC Replacement at South Offices Project. <br /> BACKGROUND <br /> This project was identified as part of the 2010 -2011 Budget in the Facility Capital Improvements <br /> account and includes: furnishing building plans set suitable for issuance of a City building <br /> pemiit, and providing labor and material as required to remove and dispose of two existing A/C <br /> package units and provide and install four (4) new high- efficiency rooftop gas pack units of <br /> similar design and one (1) ductless split system heat pump with two evaporative coils that will <br /> zone off the building for better efficiency. Two alternatives were included in the bid: to provide <br /> and install Johnson Controls inside of the South Offices building; and to furnish and install gas <br /> piping, electrical conduit and wiring. <br /> Currently, there is 15 -ton gas pack unit and a 5 -ton unit servicing the building. Not only are the <br /> units beyond their life expectancy (circa 1992), they are obsolete by today's standards, are not <br /> energy efficient, and cannot effectively accommodate the various users in the building (theater, <br /> staff administrative area, and the South Offices conference room). <br /> This project was competitively bid, with the solicitation sent out by the Finance Department in <br /> mid- November. Five bids were submitted on January 14th, with KMS representing the low -bid. <br /> Given the high price of the bids submitted for Alternative 1 (provide and install Johnson <br /> Controls), staff did not include this alternative and will complete the work in -house utilizing <br /> available Energy Efficiency and Conservation Block Grant (EECBG) funding. Alternative 2 is <br /> included in the total for this project. Staff anticipates building plans to be submitted within 30 <br />
