Hollister <br /> City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportation D rtment <br /> • <br /> BY: Kenneth Joseph, City Engineer <br /> Engineering and Transportation Degartme <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br /> FOR THE WATER POLLUTION CONTROL PLANT (WPCP) REHABILITATION <br /> PROJECT, PROJECT NO. 08- 593 -52 -239. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends approval of the plans and specifications and call for bids for the subject <br /> project. <br /> BACKGROUND <br /> The City owns and operates a sewage treatment facility on 12 acres of land known as the Water <br /> Pollution Control Plant (WPCP) located at 3000 Davis Street. The WPCP receives residential. <br /> commercial, and industrial wastewater from two - thirds of the city. The WPCP was originally <br /> constructed in 1938 and several expansions and modifications have occurred since then. The <br /> facility was original designed to treat up to 7.6 million gallons per day (mgd) Average Dry <br /> Weather (ADW) flow and 22.3 mgd Average Wet Weather (AWW) flow. Recent studies have <br /> shown that to maintain the same flow, several facilities and equipment will need upgrades, <br /> rehabilitation, or replacement. These improvements must be made to maintain a reliable <br /> operation and meet increasingly stringent regulatory requirements to avoid expensive fines. <br /> In the past few years, evaluations of the facility were performed to determine its reliability and <br /> safety. In 2004, Kennedy /Jenks Engineers performed an evaluation of the Headworks. The <br /> evaluation strongly recommended grit removal equipment, bar screens, and a new headworks <br /> pump station. <br />
