CITY OF SAN LEANDRO
APPROVED AND
STAFF REPORT FORWARDED
TO CITY COUNCIL
DATE: February 7. 2011
tep
TO: Stephen L. Hollister, City Manager en L. Hollister
City Manager
FROM: Uchenna Udemezue, Director
Engineering and Transportation D rtment
•
BY: Kenneth Joseph, City Engineer
Engineering and Transportation Degartme
SUBJECT PROJECT/PROJECT DESCRIPTION:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS
FOR THE WATER POLLUTION CONTROL PLANT (WPCP) REHABILITATION
PROJECT, PROJECT NO. 08- 593 -52 -239.
SUMMARY AND RECOMMENDATION
Staff recommends approval of the plans and specifications and call for bids for the subject
project.
BACKGROUND
The City owns and operates a sewage treatment facility on 12 acres of land known as the Water
Pollution Control Plant (WPCP) located at 3000 Davis Street. The WPCP receives residential.
commercial, and industrial wastewater from two - thirds of the city. The WPCP was originally
constructed in 1938 and several expansions and modifications have occurred since then. The
facility was original designed to treat up to 7.6 million gallons per day (mgd) Average Dry
Weather (ADW) flow and 22.3 mgd Average Wet Weather (AWW) flow. Recent studies have
shown that to maintain the same flow, several facilities and equipment will need upgrades,
rehabilitation, or replacement. These improvements must be made to maintain a reliable
operation and meet increasingly stringent regulatory requirements to avoid expensive fines.
In the past few years, evaluations of the facility were performed to determine its reliability and
safety. In 2004, Kennedy /Jenks Engineers performed an evaluation of the Headworks. The
evaluation strongly recommended grit removal equipment, bar screens, and a new headworks
pump station.
