disputes, operation of law or any other cause (whether similar or dissimilar) <br /> beyond the reasonable control of Licensee, or while and so long as such operations <br /> would be violative of or in conflict with any law, ordinance, order, rule or <br /> regulation of any governmental (civil or military) agency or authority, including <br /> all governing bodies having or claiming juriodiction over said pipelines or <br /> the issuance of permits relative thereto; and Licensee shall have a reason- <br /> able time after such cause, law, ordinance, regulation, order or rule within <br /> which to commence or resume operations hereunder, or to perform such or other <br /> obligations. The provisions of this paragraph shall not serve to suspend the <br /> monthly payment of rent or fees. ' E '„.& <br /> 13. Licensee shall, during the existence of this license, pay to City an <br /> annual license fee in the amount of one cent ($0.01) per inch of nominal internal <br /> diameter per lineal foot for those parte of the pipelines which lie within the /% ' 'i <br /> public streets, ways, alleys and places of City. Such fee shall-commence.upon <br /> execution of this agreement; until such time as the installation is complete, such <br /> fee shall be computed upon the total estimated length of pipeline proposed to be <br /> installed under this license, as determined and agreed upon between Licensee and • <br /> City. The fees shall be paid on or before the 31st day of January for the pre- <br /> ceding calendar year or any part thereof as prorated. After each fifth aaniver- <br /> nary hereof, this fee shall be recalculated to allow for increases corresponding. <br /> to the over-ell percentage increase if any during the preceding five (5) years <br /> in the Consumer's Price Index for this area as published by the D.S. Bureau of <br /> Labor.Statistica. <br /> If at any time during the existence of this license, Licensee agrees to pay <br /> a rate higher than one cent ($0.01) per inch of nominal internal diameter <br /> lineal foot as compensation for any other pipeline privilege in tbe,State of <br /> California, the fee hereunder shall'be immediately and automatically increased•to <br /> equal such higher rate. <br /> 14. Any neglect, failure or refusal to comply with any of the conditions' <br /> of this license, which neglect, failure or refusal shall continue for more than <br /> fifteen.(15) days following notice thereof to Licensee frm .City, shall work • <br /> - ; - <br />
