I. INTRODUCTION <br /> The City of San Leandro is requesting qualifications (RFQ) from executive search firms to work <br /> with the City Council in the selection of a new City Manager. The selected firm will work with an <br /> Ad Hoc Committee of the City Council and the City Council as a whole to develop a profile and <br /> criteria, conduct a recruitment process, screen and interview candidates, and negotiate an <br /> employment agreement. <br /> II. BACKGROUND <br /> The City is searching for a City Manager to provide strong and progressive leadership for the <br /> organization. The current City Manager is retiring effective June 30, 2011. Although the City <br /> Council is interested in conducting an expeditious process, there is a desire to allow community <br /> input in the process. An Ad Hoc Committee of the Council has been appointed to select an <br /> executive search firm and to work with the selected firm in developing a suitable process. <br /> The RFQ process is intended to identify firms that are best qualified to conduct this process. <br /> Selected firms may be interviewed by the Ad Hoc Committee. The selected firm will meet with <br /> the City Council the week of February 28, 2011. <br /> III. SCOPE OF SERVICES <br /> The scope of services to be provided by the Consultant will include: <br /> • Meet with the Ad Hoc Committee to develop a recruitment process and schedule. <br /> • Recommend best practices for community input in developing a candidate profile and in <br /> the interview process. <br /> • Meet with the City Council to develop the candidate profile. <br /> • Design appropriate advertising campaign. <br /> • Outreach to qualified potential candidates. <br /> • Screening and preliminary interviews of qualified applicants. <br /> • Meet with Ad Hoc Committee to select finalists to be interviewed. <br /> • Facilitate initial professional and community interview panels. <br /> • Meet with City Council to present recommendations of interview panels. <br /> • Conduct background checks of top candidates (2 — 3). <br /> • Facilitate final interviews of top candidates with City Council. <br /> • Assist in negotiating employment agreement with selected candidate. <br /> Executive Search Firm RFQ Page 3 <br />
