Side Letter of Agreement <br /> Between the City of San Leandro and the <br /> San Leandro Police Officers' Association <br /> Furlough Leave Accrual and Utilization <br /> Section 19 of the 2011 -12 Memorandum of Understanding between the City of San Leandro and <br /> the San Leandro Police Officers' Association provides for 48 hours of furlough leave to be <br /> banked for all full -time employees employed as of and effective January 1, 2011. Although this <br /> leave will be banked for employee use in advance of corresponding salary reductions, it is <br /> considered to be accrued at the rate of two hours per pay period beginning January 1, 2011 (the <br /> January 20, 2011 payroll) through December 31, 2011 (the January 5, 2012 payroll). Employees <br /> hired between January 1, 2011 and December 31, 2011 will receive a furlough bank equal to two <br /> hours times the number of pay periods they will be in paid status during the months in question. <br /> Employees will be allowed to use their furlough leave bank in advance of its accrual subject to <br /> the following conditions: <br /> • Full -time employees terminating, for any reason, prior to December 31, 2011, who have <br /> used more hours of furlough leave than they have accrued through their date of <br /> termination, will have the equivalent number of hours deducted from their vacation, rtime <br /> and/or comp time banks prior to the effective date of the termination. If insufficient <br /> vacation/time /comp time remains, the equivalent value will be deducted from their final <br /> settlement pay. Employees without accrued time or sufficient settlement pay will be <br /> required to repay the City in cash at the time of their separation from employment. <br /> • For employees commencing a partially- or fully- unpaid leave of absence between <br /> January 1, 2011 and December 31, 2011, leave balances will be monitored by the <br /> employee's department and Human Resources; furlough bank usage will be suspended or <br /> reduced for the duration of the leave to ensure that it remains in balance. <br /> Employees are expected to use these furlough hours on a timely basis subject to normal <br /> departmental time off approval processes, but in no case later than December 31, 2013, after <br /> which date unused hours will be forfeited. <br /> FOR THE CITY: FOR THE ASSOCIATION: <br /> Stephen L.
