Additionally, <br /> she added that it was her belief that it didn't seem practical to add new members to the CAC since <br /> the process is nearing a conclusion. Councilmember Souza stated that the persons that the Mayor <br /> and Councilmember have in mind can still participate in the CAC meetings which are open public <br /> meetings, or at future town hall meetings, Shoreline Committee meetings and/or City Council <br /> meetings. Councilmember Prola stated no opposition to having additional appointments to the <br /> Shoreline CAC, however he agreed to support the majority opinion that new members should not <br /> be added. <br /> 2. Update on Proposed Amendment to BCDC's Bay Plan and Regional Sea Level Rise Issues <br /> Business Development Analyst Kay gave an update on BCDC's plans in regards to sea level rise <br /> due to climate change. BCDC, a permitting jurisdiction, has a Bay Plan with policies and goals <br /> to prevent fill of the San Francisco Bay and to improve access to the Bay. Last August 2010, it <br /> considered amending its Bay Plan with a new section addressing climate change, based on an <br /> assumption that the Bay will rise 16 inches from its current level by the year 2050 and 55 inches <br /> by 2100. A map was created that estimated large areas of land that would be under water. The <br /> proposed amendment to the Bay Plan would add significantly to their jurisdiction and permitting <br /> authority. Numerous agencies which share regulatory oversight, including the City of San <br /> Leandro, raised major concerns with this expansion of BCDCs jurisdiction. <br /> BCDC has held public meetings following public outcry. Several agencies, including the City of <br /> San Leandro and the East Bay EDA proposed that the sea level rise language be advisory only, <br /> not an amendment of the Bay Plan. At present, BCDC staff is reviewing a set of proposed <br /> revisions submitted by local land use attorneys in response to concerns raised. The new proposal <br /> addresses many of San Leandro's concerns but we will continue to monitor developments with <br /> an emphasis on the likely impact of the amendments on our Shoreline - Marina Development. <br /> Manager Battenberg stated that the future plans by Cal -Coast Development will be required to <br /> consider the 2050 sea level rise and all necessary mitigation measures. <br /> The Committee asked if the harbor is in BCDC's jurisdiction. Public Works Director Bakaldin <br /> and Analyst Kay replied yes. The Committee asked if the pedestrian access areas are in BCDC's <br /> jurisdiction and staff replied yes. The Committee thanked staff for staying informed of BCDC's <br /> actions. <br /> 4. Discussion Regarding 2011 Meeting Day and Time <br /> The Committee concurred that its meetings are to be regularly scheduled on first Tuesdays of the <br /> month at 4:00 p.m. in the Sister Cities Gallery Room at City Hall. <br /> 5. Public Comments <br /> Gerd Marggraff stated that in his opinion a majority of the Mulford residents would like the <br /> shoreline development to move forward — and the sooner the better. The marina could likely <br /> function at half its current size and still have new quality development. <br />
