Ayes: 7; Noes: 0
D. City Council Review and Prioritization of Projects for Presentation to the City's
Congressional Representatives During the March National League of Cities Conference
in Washington D.C. for Inclusion in the Federal Fiscal Year 2012 Budget (prioritizes
projects to lobby for federal funding).
Mr. Hollister provided background on the Council's annual Washington, D.C. lobbying
efforts, and the following local and regional projects proposed for prioritization: East
14 Street Improvements; Public Safety Building Expansion; Marina Spine
Construction; East Bay Regional Communications System [ EBRCS]; East Bay
Greenway Project; and COPS (Community Oriented Policing Services) Grant Round 3.
Mr. Hollister indicated that the Council delegation could use Monday, March 14 for
additional lobbying opportunities if it chose to do so.
Councilmember Prola expressed interest in lobbying for all of the projects if possible.
He indicated that his top priority would be the COPS funding.
Councilmember Souza agreed that the Council delegation should lobby for all six
projects, so it could tailor the list to each legislator, and provide more ideas to federal
lobbyist Len Simon.
Councilmember Gregory suggested adding sustainable communities to the list.
Councilmember Starosciak noted that the East Bay Greenway Project is an ideal
sustainable communities project, and would support any sustainable initiative. She
suggested that staff take a closer look at this project, to determine whether there are
other funding sources that might cover part of the City's $11 million contribution.
Councilmember Starosciak commented that she believed HUD (U.S. Department of
Housing and Urban Development) and Senator Boxer would be interested in the East
Bay Greenway Project.
Vice Mayor Reed asked if it makes sense to combine the requests for EBRCS and the
public safety building, since they are both safety - related. She expressed support for
prioritizing the East Bay Greenway Project and Marina Spine Construction, and also
suggested including a request for dredging funds. Vice Mayor Reed expressed a
preference for lobbying on Monday rather than Thursday.
Councilmember Cutter expressed support for the East Bay Greenway Project and its
multi- agency cooperation, and the COPS Grant for its multi- generational nature.
