City Council Review and Prioritization of Projects for Presentation to the City's <br /> Congressional Representatives During the March National League of Cities Conference <br /> in Washington D.C. for Inclusion in the Federal Fiscal Year 2012 Budget (prioritizes <br /> projects to lobby for federal funding). <br /> Mr. Hollister provided background on the Council's annual Washington, D.C. lobbying <br /> efforts, and the following local and regional projects proposed for prioritization: East <br /> 14 Street Improvements; Public Safety Building Expansion; Marina Spine <br /> Construction; East Bay Regional Communications System [EBRCS]; East Bay <br /> Greenway Project; and COPS (Community Oriented Policing Services) Grant Round 3. <br /> Mr. Hollister indicated that the Council delegation could use Monday, March 14 for <br /> additional lobbying opportunities if it chose to do so. <br /> Councilmember Prola expressed interest in lobbying for all of the projects if possible. <br /> He indicated that his top priority would be the COPS funding. <br /> Councilmember Souza agreed that the Council delegation should lobby for all six <br /> projects, so it could tailor the list to each legislator, and provide more ideas to federal <br /> lobbyist Len Simon. <br /> Councilmember Gregory suggested adding sustainable communities to the list. <br /> Councilmember Starosciak noted that the East Bay Greenway Project is an ideal <br /> sustainable communities project, and would support any sustainable initiative. She <br /> suggested that staff take a closer look at this project, to determine whether there are <br /> other funding sources that might cover part of the City's $11 million contribution. <br /> Councilmember Starosciak commented that she believed HUD (U.S. Department of <br /> Housing and Urban Development) and Senator Boxer would be interested in the East <br /> Bay Greenway Project. <br /> Vice Mayor Reed asked if it makes sense to combine the requests for EBRCS and the <br /> public safety building, since they are both safety- related. She expressed support for <br /> prioritizing the East Bay Greenway Project and Marina Spine Construction, and also <br /> suggested including a request for dredging funds. Vice Mayor Reed expressed a <br /> preference for lobbying on Monday rather than Thursday. <br /> Councilmember Cutter expressed support for the East Bay Greenway Project and its <br /> multi - agency cooperation, and the COPS Grant for its multi- generational nature.
