The Alameda County Housing and Community Development (HCD) Department is the lead <br /> agency in the implementation of the HOME Consortium's Consolidated Plan. HCD also <br /> administers the HOME Program for the HOME Consortium members, HUD homeless programs <br /> (including the Continuum of Care Council), and the Mortgage Credit Certificate (MCC) Program <br /> for homeownership. The City and other cities in the County take part in each of the HCD <br /> activities described above. <br /> The City will continue to fund EveryOne Home's operations, and City staff will continue to <br /> serve on its strategic Leadership Board. As already described, the City is committed to <br /> implementing the strategies of the EveryOne Home Plan and its objectives of ending <br /> homelessness in Alameda County by 2020. <br /> The City will continue to coordinate with the cities of Alameda and Hayward, Alameda County <br /> HCD, and service partners Building Futures with Women & Children (BFWC), Abode Services, <br /> and Davis Street Family Resource Center (DSFRC) to administer the Mid - County Housing <br /> Resource Center (HRC). Funded by Homeless Prevention & Rapid Re- Housing (HPRP) funds <br /> made available through the 2009 American Recovery & Reinvestment Act (ARRA) federal <br /> stimulus program. the HRC provides a variety of homelessness prevention and re- housing <br /> services which include financial assistance and other housing stabilization services to help mid - <br /> county residents maintain or attain housing. <br /> FAIR HOUSING <br /> Under the CDBG and HOME certifications to HUD, the City certifies that it will "affirmatively <br /> further fair housing ". The regional Analysis of Impediments to Fair Housing (Al) was completed <br /> in January 2010 for the Alameda County HOME Consortium (Cities of San Leandro, Alameda, <br /> Fremont, Hayward, Livermore, Pleasanton, and Union City). The City will continue to <br /> implement its FY 2010 -2014 Fair Housing Action Plan, which was updated using the regional Al <br /> document. through the aid of ECHO Housing, a regional fair housing counseling agency which <br /> provides housing discrimination services to very low- and moderate - income clients. <br /> PUBLIC HOUSING IMPROVEMENTS AND RESIDENT INITIATIVES <br /> San Leandro is under the jurisdiction of the Alameda County Housing Authority but has no <br /> public housing. <br /> DR IFT.Iciion Plan - F1 2011-2012 <br /> City of San Leandro <br /> Page I' <br />
