Draft FY 2011 -2012 Annual Action Plan 4 March 7, 2011 <br /> staff recommends $6,000 in CDBG funds for replacement of the existing, broken pool lift at the <br /> San Leandro Boys & Girls Club swimming pool. <br /> Staff is recommending that general administration expenditures remain the same as last year. <br /> Fair Housing services and the Alameda County EveryOne Home administration have been <br /> budgeted the same amounts as last year, $14,000 and $6,755, respectively, while City <br /> CDBG /Consolidated Plan administration costs shall be approximately $136,419. The total <br /> allocated is $157,174, which is the amount available under a 20% spending cap for <br /> administration, in accordance with HUD regulations. <br /> Staff proposes to continue using the City's HOME funds for the acquisition, rehabilitation, <br /> and /or new construction of affordable rental housing as well as tenant -based rental assistance to <br /> serve lower income households in need. Presently, there are no proposed HOME - funded <br /> projects. <br /> Current City Council Policy <br /> Current Council Policy is defined by the FY 2010 -2014 Consolidated Plan, adopted by <br /> Resolution No. 2010 -038 on April 19, 2010. <br /> Previous City Council Action(s) <br /> N/A <br /> City Council Committee Review and Action <br /> On March 10, 2011, City stag will make a presentation to the City Council Business and <br /> Housing Development Committee on the proposed draft FY 2011 -2012 Action Plan for review <br /> and comment. <br /> Applicable General Plan Policy <br /> The Consolidated Plan addresses the goals of the Housing Element of the General Plan, such as <br /> increasing the supply of affordable for -sale and rental housing, providing opportunities for home <br /> ownership, preserving and rehabilitating existing affordable owner - occupied and rental housing, <br /> and addressing special needs populations. <br /> Permits and/or Variances Granted <br /> N/A <br /> Environmental Review <br /> National Environmental Protection Act (NEPA) and California Environmental Quality Act, the <br /> latter when applicable, review will be conducted for each project or activity approved by the City <br /> Council.
