Councilmember Starosciak stated that she read the article in the San <br /> Leandro Times regarding a dust issue at the Callan Garage site, and asked if it had been <br /> addressed. Austine explained that the contractor is keeping the dust down. Occasionally <br /> dust occurs when trucks are loaded but is contained on the project site. Councilmember <br /> Souza asked where the dirt is being dumped for the 2660 Eden Road Grading project. <br /> Ken Joseph stated that the dirt goes to an Alameda County dump site on Vasco Road. <br /> The debris, bricks and concrete are recycled at Waste Management. Mike Bakaldin <br /> stated that all fees are collected at the gate of the landfill and the disposal facility remits <br /> back to the county, so the City is in compliance. <br /> Councilmember Souza stated that monitoring of the message board at the Dog Park to <br /> ensure that messages are timely, up to date and appropriate for the board should be <br /> discussed. Councilmember Starosciak stated that she likes the plans for the project and is <br /> happy to see it moving forward. She asked if there is a plan to show the plans to the 4 <br /> Paws Society and the Parks and Recreation Commission for their information. Ken <br /> explained that staff has been working with 4 Paws. The basic configuration for the Dog <br /> Park plans came from a drawing from 4 Paws. <br /> 4. Discussion Regarding Eden Road Assessment District <br /> This item is being tabled until next month's meeting. <br /> 5. Discussion Regarding Sewer Lateral Connection Public Notification <br /> Ken Joseph gave a PowerPoint presentation regarding Sewer Lateral Connection Public <br /> Notification. Nine properties on Dowling Boulevard and Beverly Avenue will be <br /> notified that their back yard sewer main will be abandoned and that they are responsible <br /> for reconnecting to the new sewer main recently installed in their respective streets. The <br /> sewer main serving these properties is approximately 100 years old and is severely <br /> distressed. City will offer assistance by installing the lower lateral portion at no cost to <br /> the owners, and financial assistance toward the cost of installing the upper lateral. Staff <br /> responded to questions from the Committee. <br /> 6. Discussion Regarding Neighborhood Traffic Calming <br /> Reh -Lin Chen gave a PowerPoint presentation regarding the Neighborhood Traffic <br /> Calming Program (NTCP). The presentation reviewed the status of last year's NTCP <br /> street list and provided the proposed list for the next year. He explained the criteria for <br /> the program and the suggested revisions related to collector streets. Discussion ensued. <br /> Councilmember Souza asked who set the criteria.
