City Council Rules and Communications Committee Page 13
February 24, 2011
4. Discussion Regarding Mayor and Councilmember Email Communications
Chair Cassidy asked why the City uses two domain names. Ms. Fowler responded that the City is
transitioning from ci.san- leandro.ca.us to sanleandro.org. Chair Cassidy commented that if the intent
is to have one domain name, then he would like to see sanleandro.org used exclusively going
forward.
The Committee inquired about having the "union bug" (union label) on the Council's business cards,
and about adding the City's website URL, www.sanleandro.org to the cards. Committee Member
Prola offered to consult with the Central Labor Council regarding City staff using a union bug on the
business cards printed in- house.
The Committee discussed the City's letterhead, suggesting that it would be most cost - effective to use
one generic letterhead rather than several different versions; that an electronic letterhead template
should be developed; and that the City's web address be printed on City letterhead.
The Committee requested that the City's web address. www.sanleandro.org, be printed on City
business cards, and that staff research adding the web address to City letterhead.
5. Discussion Regarding Creation of City Social Media Policy
Chair Cassidy commented on the City's need for a social media policy, noting the Police and
Recreation and Human Services Departments already have Facebook pages. Chair Cassidy stated
that he has a Mayor's Facebook page, and would like to have a policy in place for the City Council
and staff.
Ms. Fowler reported that she has been working with the City Attorney's Office on several
technology - related policies, including both employee and City Council policies on the use of social
media, email, Internet, and retention of electronic records. Mr. Pio Roda stated that the new policies
will be comprehensive and address Web 2.0 issues.
The Committee discussed the pros and cons of City- managed Facebook pages. Committee Member
Reed expressed concern about the work involved in reviewing comments, and the issues involved .
with screening off -color comments.
Staff will present the draft social media policy to the Committee at its March meeting.
6.
