Annual Street Sealing 2010-11
RAC Grant Program 2 March 7, 2011
The Rubberized Asphalt Concrete Grant program consists of two parts. The first component is a
Targeted Rubberized Asphalt Concrete Incentive Grant for the use of rubberized asphalt concrete
for paving projects. The second component is the Rubberized Asphalt Concrete Chip Seal Grant
for the use of asphalt rubber chip sealing, the grant for which the City is submitting an
application. No matching funds are required, and the City will be reimbursed at a rate of $1 per
square yard of chip sealing using rubberized asphalt materials. At least 35,000 square yards of
rubberized chip seal must be used to qualify for this grant, and all work must be completed by
April 1, 2013.
Analysis
Each year, the City of San Leandro conducts a street sealing project to help prolong the life of its
streets. Streets are selected for consideration using the City's Pavement Management System
and the City's Asphalt Maintenance Area Program. These streets are inspected by City staff to
ensure that they are suitable for a surface treatment. The final list of street segments is generated
based on the project budget, the surface condition of the candidate streets, and other engineering
considerations.
The scope of work for the Annual Street Sealing 2010 -11 project consists of 68,160 square yards
of slurry sealing and 45,630 square yards of asphalt rubber chip sealing. Approximately 36,000
square yards of asphalt rubber chip seal is estimated to be done next year as part of the Annual
Street Sealing 2011 -12 project. Therefore, 81,630 square yards of asphalt rubber chip seal is
eligible for the Rubberized Asphalt Concrete Chip Seal Grant.
Applicable Central Plan Policv
This action is consistent with Streets and 1-lighway Goal No. 16 of the General Plan and Action
Item 16.03 -A: Funding for Maintenance.
Fiscal Impact
CalRecyle will reimburse the City at a rate of $1 per square yard of rubberized material used for
chip sealing.
