Hollister, City Manager City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportatio Department <br /> BY: Ken Joseph, City Engineer <br /> Engineering and Transportation Department <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br /> FOR THE SAN LEANDRO BOULEVARD (SLB) / DAVIS STREET SEWER CAPACITY <br /> IMPROVEMENTS - PHASE 1, PROJECT NO. 10- 593 -52 -247. <br /> SUMMARY AND RECOMMENDATION <br /> This project provides for a new 18 -inch sanitary sewer line on San Leandro Boulevard between <br /> West Juana Avenue and West Estudillo Avenue. Staff recommends approval of the plans and <br /> specifications and call for bids for the subject project. <br /> BACKGROUND <br /> In 1995, the City completed a comprehensive Sanitary Sewer Master Plan that studied the sewer <br /> collection system. The study evaluated the physical condition of the City's sanitary sewer system <br /> and recommended specific projects to correct deficiencies. One such project addresses the sewer <br /> lines that connect the area near East 14 Street and West Juana to Davis Street near Orchard <br /> Avenue. This collection of lines currently flow near capacity and will not have sufficient <br /> capacity to support any future increases in population or density. The alignment of the existing <br /> lines also crosses several private properties, including the BART station, making access for <br /> maintenance difficult. <br /> ANALYSIS <br /> Several solutions to reroute sewer flow were examined based on effectiveness, cost, construction <br /> impacts, and maintenance access. The selected project will include: 1) installing an 18 -inch line <br /> along San Leandro Boulevard between West Juana Avenue and West Estudillo Avenue; and 2) <br /> the addition of four new manholes. A trench averaging 12 feet in depth will be required to align <br /> the pipe with the existing sewer lines and obtain enough slope to allow proper flow. <br />
