DRAFT MINUTES Page 3 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting —March 7, 2011 <br />of Community Development Block Grant [CDBG] and Home Investment Partnership <br />[HOME] funds from HUD). <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Steve Hollister gave an overview of the item, and introduced Planning Manager Tom <br />Liao. <br />Mr. Liao gave a PowerPoint presentation describing the Consolidated and Annual <br />Action Plans, the proposed CDBG and HOME activities contained in the FY 2011 -12 <br />Annual Action Plan, and the Plan's review and approval process. <br />The Hearing was then opened to the public. <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br />• Minute Order No. 2011 -044 Motion Directing Staff to Publish the Proposed <br />FY 2011 -2012 Annual Action Plan for a 30 -Day Comment Period (March 18 – <br />April 18, 2011) and to Set a Public Hearing for April 18, 2011 to Consider Final <br />Approval of the FY 2011 -2012 Annual Action Plan. <br />The City Council directed staff to publish the proposed FY 2011 -2012 <br />Annual Action Plan for a 30 -day comment period (March 18 – April 18, <br />2011) and to set a public hearing for April 18, 2011 to consider final <br />approval of the FY 2011 -2012 Annual Action Plan. <br />M/S /C Prola and Souza. PUBLIC COMMENTS <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br />Dexter Coleman, Center for Progressive Action, addressed the City Council regarding the <br />possibility of the City purchasing energy from renewable sources. Mr. Coleman asked if the <br />City Council was interested in establishing community choice energy program. <br />
