CITY OF SAN LEANDRO
CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE
March 24, 2011
4:30 - 5:30 p.m.
San Leandro City Hall
835 East 14th Street
San Leandro, California
(City Manager's Large Conference Room)
HIGHLIGHTS
Committee Members
present: Mayor Stephen Cassidy, Vice Mayor Ursula Reed, and Councilmember Jim
Prola
City Staff present: Rayan Fowler, Information Services Manager; Marian Handa, City Clerk;
Lianne Marshall, Assistant City Manager; Kathy Omelas, Community Relations
Representative; Richard Pio Roda, Assistant City Attomey
Public present: None
The meeting was called to order at 4:40 p.m. by Mayor Cassidy.
1. Discussion Regarding Consideration of Converting City Council Meeting Minutes from
Summary to Action Minutes
Ms. Handa presented a request to the Committee to consider approving the production of action
minutes for City Council meetings. Action minutes would include the formal actions taken by the
Council, without the narrative that is currently captured. Software that works with the digital recording
system can be used to link the audio recording of each item to the corresponding item in the online
version of the minutes. Ms. Handa reported that converting to action minutes would save
approximately 10% FTE, allowing the City Clerk's Office to devote time to other priorities.
Committee members supported the idea.
Chair Cassidy requested that staff provide the Council with a presentation on how the minutes would
be prepared using the new software. He expressed interest in having permanent preservation of the
digital minutes.
Committee Recommendation: The Committee recommends the Council schedule consideration of
accepting action minutes as the official record for City Council meetings.
