Hollister <br /> TO: Stephen Hollister, City Manager City Manager <br /> FROM: Uchenna Udemezue, P.E., Director <br /> Engineering and Transportation Dep ment - <br /> BY: Reh -Lin Chen, Senior Transportatio Engineer <br /> Engineering and Transportation Department <br /> SUBJECT /PROJECT DESCRIPTION: <br /> RESOLUTION DESIGNATING PLACEMENT OF STOP SIGNS (CARRILLO DRIVE AT <br /> ARGUELLO DRIVE). <br /> SUMMARY AND RECOMMENDATION: <br /> Staff recommends that the City Council adopt a resolution authorizing the installation of stop <br /> signs on southeast bound and northwest bound Carrillo Drive at Arguello Drive. <br /> BACKGROUND <br /> Analysis <br /> Currently, the intersection of Carrillo Drive and Arguello Drive is a four -way uncontrolled <br /> intersection. Staff investigated resident concerns and determined that the installation of a stop <br /> sign on the minor street approach to clarify the right -of -way will make the intersection operate <br /> more safely than an all -way uncontrolled intersection. As motorists on the minor street approach <br /> • this intersection, they may not be aware that they may have to stop. Providing positive traffic <br /> control (the motorists either have the right -of -way or must stop) would increase safety at the <br /> intersection. <br /> A collision database review found two reported accidents at the intersection over the past three <br /> years. Staff analysis indicates that the all -way uncontrolled intersection meets the criteria <br /> adopted by the City Council (i.e., Section 8.3.105 of San Leandro Administrative Code) for a <br /> two -way stop sign installation based on unusual conditions. Staff determined that the most <br /> appropriate right -of -way control for this intersection is the installation of a two -way stop sign on <br /> the Carrillo Drive approaches to Arguello Drive. <br />
