CALIFORNIA <br /> Discussion: <br /> a) Have a substantial adverse effect on a scenic vista? <br /> Less Than Significant Impact. The proposed project is a sewer pipe replacement and pipe <br /> bridge rehabilitation project, and views of the project site after project completion would be <br /> similar to existing conditions. Construction activities associated with the proposed project may be <br /> visible from local roadways and adjacent uses in the short term. However, according to the San <br /> Leandro General Plan. Figure 7 -2 (City of San Leandro 2002), significant views within <br /> San Leandro include the shoreline and hillside areas. The project site is not within any of the <br /> identified significant view areas. Therefore, the proposed project would not have a substantial <br /> adverse effect on a scenic vista. <br /> b) Substantially damage scenic resources, including, but not limited to, trees, rock outcroppings, <br /> and historic buildings within a State scenic highway? <br /> No Impact. The nearest State Scenic Highway is Interstate 580, approximately 1.5 miles east of <br /> the project site. The project site is not within view from Interstate 580 or any other designated <br /> State Scenic Highway (Caltrans 2007). Therefore the project would not have a significant impact <br /> on scenic resources along a State Scenic Highway. <br /> c) Substantially degrade the existing visual character or quality of the site and its surroundings? <br /> Less Than Significant with Mitigation Incorporated. The visual character and quality of the <br /> project site would be similar to existing conditions after project completion. However. <br /> construction activities would require the removal of vegetation, including primarily non - native <br /> species, and up to four native riparian trees, including an arroyo willow and three blue <br /> elderberry. Implementation of Mitigation Measure BIO -4, which requires re- planting to replace <br /> native riparian trees removed during construction, would reduce visual impacts related to <br /> vegetation removal to a less than significant level. <br /> d) Create a new source of substantial light or glare which would adversely affect day or nighttime <br /> views in the area? <br /> No Impact. The proposed project would not include a new source of light or glare.
