2013 RTP and 2012 CWTP 2 April 4, 2011 <br /> Under S13 375, local governments are explicitly not required to update their general plans in <br /> accordance with the SCS. The SCS does not carry the same authority as the Regional Flousing <br /> Needs Allocation but it will provide information concerning the distribution of housing at the <br /> local level. The adopted SCS land development pattern will, however, help guide regional <br /> policies and investments that are made pursuant to the RTP. These regional policies and <br /> investments are intended to create financial and other incentives to implement the adopted land <br /> pattern in the SCS. <br /> At the county level, the ACTC is charged with updating the 25 -year CWTP every four years and <br /> coordinating the CWTP with local funding programs. The most recent CWTP identified a <br /> number of capital projects impacting San Leandro (such as Westgate Parkway Extension). The <br /> City participates in the development of' the RTP and the CWTP by forwarding its plans for <br /> transportation development and insertion in the respective plans. Continued involvement by our <br /> local elected officials and staff helps to position the City for future funding through grants, <br /> matching funds, and other types of support for transportation improvements. <br /> The MTC, in coordination with ACTC, has issued a "Call for Projects" for the 2013 RTP and <br /> 2012 CWTP and subsequently a new TEP. This effort is being done in a short timeframe to meet <br /> the developmental deadlines of the SCS, RTP, and for the CWTP -TEP in Alameda County. <br /> The schedule of the Call for Projects, including City items, is as follows: <br /> Call for Projects 3/1/11 <br /> Facilities & Transportation Committee Input and Review 3/8/1 1 <br /> Central County Elected Official Meeting 3/16/11 <br /> Public Involvement and Outreach Meeting 3/16/11 <br /> City Compiles Project List 3/21/11 <br /> City Council Input and Review 4/4/11 <br /> Initial Submittal to ACTC 4/12/11 <br /> Draft List to M TC 4/29/11 <br /> MTC's Call for Projects Guidance, is as follows: <br /> o Supports the goals and performance targets of the RTP /SCS <br /> o Serves as a regionally significant component of the regional transportation network. <br /> A regionally significant transportation project serves regional transportation needs <br /> (such as access to and from the area outside of the region, major activity centers in <br /> the region, major planned development such as new retail malls, sports complexes, <br /> etc., or major transportation terminals, as well as most terminals themselves) <br /> o Supports focused growth by serving existing housing and employment centers — <br /> FOCUS Priority Development Areas <br /> o Derives from an adopted plan, corridor study, or project study report (e.g., <br /> countywide transportation plan, regional bicycle plan, climate action plans, etc.) <br />
