CITY OF SAN LEANDRO <br /> MEMORANDUM <br /> Date: March 31, 2011 <br /> To: City Council <br /> From: Stephen L. Hollister <br /> City Manager <br /> Subject: Dowling Dutton Beverly Sewer Relocation <br /> As the City Council is aware, residents affected by and near the area of Dowling — Dutton — <br /> Beverly (the Dowling Triangle) are concerned about the relocation of their failing private sewer <br /> main and the need to reconnect their private sewer lateral lines to the recently installed City <br /> sewer mains located on Dowling Boulevard and Beverly Avenue. Unlike recent City <br /> reconstructions of private sewer mains, this failing main cannot be repaired in place because it <br /> runs underneath several homes. Although the City's recently adopted policy offers substantial <br /> financial assistance to residents who need to re- connect their private sewer lateral connections, <br /> many residents believe that they cannot or should not be responsible for any costs to re- connect <br /> their private sewer laterals to the City's new sewer main. On March 26, Mayor Cassidy, <br /> Councilmember Cutter and 1 met with approximately fifteen residents to discuss this matter and <br /> possible solutions. <br /> As a result, I have tolled and suspended the forty -five day time frame in which affected property <br /> owners must inform the City of their participation in the City's program to provide free <br /> installation of the "lower lateral section" of the private sewer lateral in the public right of way. <br /> The City's recently adopted policy also contains a City financing program that provides a three - <br /> year loan of up to $15,000 at favorable interest rates to help residents finance the costs of re- <br /> connecting their private sewer laterals to the new sewer main. <br /> Over the next month, 1 will be working with staff, the City Attorney and Dowling Triangle <br /> property owners on developing a fair and equitable resolution to this much needed relocation of <br /> their private sewer and subsequent lateral connections. Areas examined will include the extent <br /> of and costs for similar private sewer line repairs and /or relocations; lateral reconnection costs; <br /> financing, grants and /or liens for lateral reconnections; the affect of City assistance on sewer <br /> rates; public policy; and legal responsibility. <br />
