The immediate development of the site <br /> in accordance with Exhibit 1.28.020 is not <br /> possible because of incomplete land assembly, <br /> infrastructure improvements, relocation of <br /> occupants, or for other reasons as determined <br /> by the agency. <br /> b. Such temporary use shall be governed <br /> by a temporary use plan approved by the <br /> agency. The temporary use plan shall provide <br /> as follows, to the satisfaction of the agency. <br /> i.
