FY 2011 -2012 Annual Action Plan 3 April 18, 2011 <br /> *No decrease recommended for I -ISO's guideline to maintain a 85,000 grant minimum. <br /> 2. Funding for General Administration shall be reduced from 8136,419 to 5113,511 while <br /> funding for Fair Housing services provided by ECHO Housing shall also be reduced from <br /> 514,000 to 81 1,760. <br /> 3. Only the projected 8181,924 for City -wide handicap accessible curb cuts shall be decreased <br /> to 8100,193 under "Public Facilities and Improvements ". The City's 8208,464 repayment <br /> to HUD for its Section 108 Loan is a contractual obligation. The 8130,000 allocated for the <br /> ADA Transition Plan for City Facilities project is a high priority and authorized by the <br /> City's updated 2010 ADA Facilities Transition Plan, which was approved and adopted by <br /> Council on November 15, 2010. Lastly, the S6,000 for the purchase of a new ADA pool lift <br /> at the San Leandro Boys & Girls Club swimming pool is vitally important as the pool is <br /> currently operating without an ADA pool lift. <br /> Staff recommends that the Human Services Commission be responsible for re- allocating CDBG <br /> funds to the public service subrecipients lithe Commission disagrees with the recommended cuts in <br /> Attachment A for public services. <br /> Current Citv Council Police <br /> Current Council Policy is defined by the FY 2010 -2014 Consolidated Plan, adopted by <br /> Resolution No. 2010 -035 on April 19, 2010. In addition, the Consolidated Plan conforms to the <br /> City's Housing Strategy, which the Council approved in Spring of 2004 and addresses the <br /> affordable housing goals of the Consolidated Plan. <br /> Previous City Council Action(s) <br /> A public hearing was held on March 7, 2011, to consider the proposed FY 2011 -2012 Annual <br /> Action Plan, receive public comments, start the 30 -day public comment period for the plan, and <br /> set a second public hearing date for April 18, 2011 to consider public comments and adopt the <br /> plan. <br /> Citv Council Committee Review and Action <br /> The City Council Business and Housing Development Committee reviewed the Draft FY 2011- <br /> 2012 Annual Action Plan and Contingency Annual Action Plan on April 14, 2011. <br /> Applicable General Plan Policy <br /> The Consolidated Plan addresses the goals of the 1- lousing Element of the General Plan, such as <br /> increasing the supply of affordable for -sale and rental housing, providing opportunities for home <br /> ownership, preserving and rehabilitating existing affordable owner - occupied and rental housing, <br /> and addressing special needs populations. <br /> Permits and /or Variances Granted <br /> N/A <br />
