DRAFT MINUTES Page 13 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting —March 21, 2011 <br />Councilmember Cutter reported on the lobbying trip to Washington, D.C. She attended Fire <br />Ops 101, and spoke to the Leadership San Leandro class on Government Day. <br />Councilmember Cutter reported that she will be taking a tour offered by the East Bay <br />Dischargers Authority [EBDA], to familiarize herself with its operations. <br />Councilmember Prola reported on his attendance at the Alameda County Mosquito <br />Abatement District Board meeting; the meetings on the Alameda Countywide Transportation <br />Plan in Hayward and San Leandro; the LeTip Mardi Gras Casino Night Fundraiser to benefit <br />the Davis Street Family Resource Center; two EBDA meetings; the Chamber of Commerce <br />Government Affairs Committee meeting, at which Finance Director Tracy Vesely gave a <br />presentation on the City's budget; the Business Association of South San Leandro [ BASSL] <br />meeting, at which Police Chief Sandra Spagnoli reported on crime statistics; the Asian <br />Business Council meeting; a presentation by State Superintendant of Schools Tom Torlakson, <br />who spoke regarding school funding; Leadership San Leandro Government Day; and Fire Ops <br />101. Councilmember Prola commented on news headlines regarding public pensions, the <br />LEED Gold certification for the Senior Community Center, and his interest in seeing the City <br />utilize more solar energy. Councilmember Prola requested that the resolution opposing AB <br />961 proposed by speaker Mia Ousley be referred to the City Council Rules and <br />Communications Committee for consideration. After determining that the Council's <br />guidelines allowed for consideration of the matter, the Council, by consensus, referred the <br />matter to the Rules and Communications Committee. <br />Vice Mayor Reed reported on the Washington, D.C. trip, and on her follow up assignment <br />related to the COPS bill. She attended the BASSL meeting, and remarked that Police Chief <br />Spagnoli did a great job. <br />Mayor Cassidy commented on the role of the Mayor Emeritus. Mayor Emeritus Shelia <br />Young was approached about attending events on behalf of the Council, and she expressed <br />her willingness to do so. Regarding the City Manager recruitment, Mayor Cassidy reported <br />that a recruitment brochure will be disseminated this week, and a community survey is being <br />prepared. He reported that tonight is the first use of streaming audio for City Council <br />meetings, and is a step toward increased transparency. Mayor Cassidy thanked Community <br />Relations Representative Kathy Ornelas and Deputy City Clerk Vivian Chiu for their work to <br />prepare the Mayor's State of the City speech. He thanked the Councilmembers who traveled <br />to Washington, D.C. to lobby for San Leandro. He also thanked the Councilmembers for <br />their leadership on the boards of intergovernmental agencies. <br />13. ADJOURN <br />A. The meeting was adjourned at 9:20 p.m. to a Closed Session. <br />
