DRAFT MINUTES Page 6 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting —March 21, 2011 <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Steve Hollister introduced Senior Planner Sally Barros. Ms. Barros gave a PowerPoint <br />presentation, describing the proposed Zoning Code amendments. <br />The Hearing was then opened to the public. <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br />Ordinance No. 2011 -003 an Ordinance Amending Provisions of the San <br />Leandro Zoning Code Relating to Uses Allowed, Parking Requirements, and <br />Status of Planned Developments in the Downtown (updates uses in the DA <br />Downtown Area). Passed to print. <br />NI/S /C Prola and Souza. Ayes: 7; Noes: 0 <br />2. Ordinance No. 2011 -004 an Ordinance Amending Provisions of the San <br />Leandro Zoning Code Relating to Homeless Shelters in the IL Industrial Light <br />Zoning District (allows homeless shelters in the IL Industrial Light Zoning <br />District). Resolution No. 2011 -060 Resolution Approving the Negative Declaration for <br />the Amendments to the Zoning Code Related to S132 Fair Share Zoning and to <br />Downtown Area Definitions, Parking and Uses as Complete and in Compliance <br />with the California Environmental Quality Act (CEQA) Requirements (approves <br />negative declaration and initial study for the proposed Zoning Code amendments). <br />NI/S /C Prola and Souza. Matter of Resolution Amending the San Leandro General Plan in Order to Ensure <br />Internal Consistency Between the General Plan (Adopted in 2002), the Downtown <br />Transit Oriented Development [TOD] Strategy (Adopted September 2007), and the <br />Housing Element (Adopted in April 2010). <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister introduced Housing Element Consultant Barry Miller. Mr. Miller summarized <br />the proposed amendments to San Leandro's 2002 General Plan, to make the General <br />Plan consistent with the 2007 Downtown Transit - Oriented Development (TOD) <br />Strategy and the 2010 Housing Element. Mr. Miller outlined the proposed changes to <br />the General Plan, which were recommended for approval by the Planning Commission. <br />The Hearing was then opened to the public. <br />
