DRAFT MINUTES Page 13 Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting — April 4, 2011 Councilmember Starosciak thanked staff for the presentation and the work done within the Alameda County Transportation Commission's short timeframe. She expressed appreciation for Ms. Aborashed's comments and input on the health issues. Councilmember Starosciak concurred with the concerns about greenhouse gases and diesel particulates. She commended staff on the public outreach and noted the extensive public participation during the short timeframe. Councilmember Starosciak expressed support for the projects, and moved to adopt the resolution. Councilmember Gregory expressed support for the projects, and commented that Ms. Aborashed's comments were valid. He commented that he would like to see a Health Element in the General Plan. He commended Engineering and Transportation Department and Community Development Department staff for being in front of SB 375, which may help the City in funding opportunities. Councilmember Souza seconded the motion. Councilmember Prola expressed support for the matter, and thanked Ms. Aborashed for her comments. He commented that it is important to reduce greenhouse gases and that housing along transportation corridors may help achieve the reduction. Resolution No. 2011 -071 Resolution Authorizing Submitting the 2013 Regional Transportation Plan and 2012 Countywide Transportation Plan Project List (authorizes submittal of a list of project to Alameda County Transportation Commission [ACTC] for the subject plans and subsequent development of a new Transportation Expenditure Plan). Report on Closed Session Actions Taken. City Attorney Williams reported on the joint City Council and Redevelopment Agency closed session held earlier this evening, in the matter of Preserve San Leandro Mobility; and PH Holdings, L.P. v. City of San Leandro; San Leandro Redevelopment Agency, a case pending in Superior Court. In the closed session, the City Council authorized the City Manager to execute a Settlement Agreement and Mutual Release of All Claims, by and between Preserve San Leandro Mobility, PH Holdings, L.P., Kaiser Foundations Hospitals, the San Leandro Redevelopment Agency and the City of San Leandro, by a vote of 6 to 0, with Mayor Cassidy absent. The Redevelopment Agency also authorized the Executive Director to execute the same Settlement Agreement by a vote of 6 to 0, with Chair Cassidy absent.
