Street Light Undergrounding — E. 14 Street <br /> P &S, Call for Bids 2 April 18, 2011 <br /> In 2000, PG &E started to underground the existing overhead utilities, but declared bankruptcy <br /> and suspended work on the project before it could be completed. AT &T, formerly Pacific Bell <br /> Telephone Company, assumed responsibility for the project. The majority of the undergrounding <br /> construction is now complete and the removal of the overhead utility service is expected in the <br /> next few months. <br /> Analysis <br /> This project replaces the existing streetlights on East 14 Street within the project limits. <br /> Caltrans standard streetlights with 30 -foot poles and 15 -foot mast arms will be installed. These <br /> new streetlight poles will be higher, producing a larger roadway lighting pattern. This will <br /> increase illumination of the east side of East 14 Street where there are no streetlights. <br /> Work will include the installation of electrical wiring required to make a complete and <br /> functioning system. Three additional streetlights will be installed on East 14 Street between <br /> Bayfair Drive and the southerly City limits where streetlights do not currently exist. <br /> High - pressure - sodium (HPS) fixtures similar to the current lighting will be used, but the use of <br /> LED lighting fixtures has been added as a bid alternate. LED lights are more expensive, but last <br /> longer and are more energy efficient than traditional high - pressure - sodium (HPS) fixtures. LED <br /> fixtures may be used depending on the bids received and the funding available for this project. <br /> Previous Citv Council Actions <br /> • On October 4, 1999, by Resolution No. 99 -149, the City Council created an Underground <br /> Utility District on East 14 Street from 153` Avenue to the southerly City limits <br /> • On February 3, 2003, by Resolution No. 2003 -021, the City Council approved the five year <br /> project list for Underground Utility District conversion projects <br /> • On April 7, 2003, by Resolution No. 2003 -091, the City Council extended the Underground <br /> Utility District on East 14 to include 150 Avenue to 153` Avenue <br /> • On November 1, 2004, by Resolution No. 2004 -161, the City Council authorized the City <br /> Manager to execute an agreement with Pacific Bell Telephone Company relating to aerial <br /> underground utility conversion for East 14 Street <br /> • On March 17, 2008, by Resolution No. 2008 -028, the City Council authorized the City <br /> Manager to enter into an agreement with AT &T for construction of underground street light <br /> conduits on East 14 Street <br /> I. o%irunmcntal Review <br /> California Environmental Quality Act (CEQA) exemption has been filed with Alameda County <br /> for the project, pursuant to Section 15301. <br /> Fiscal Impact <br /> The total project cost, including contingency and construction management, is estimated to be <br /> $344,000 for the HPS alternative and $348,000 for the LED lighting alternate. <br />
