Annual Street Sealing 2010 -11 <br /> P &S, Call for Bids 3 April 18, 2011 <br /> Asphalt rubber double chip seal streets: <br /> - Montague Avenue from UPRR crossing to Alvarado Street <br /> - Alvarado Street from Marina Boulevard to UPRR tracks north of Aladdin Avenue <br /> - Sybil Avenue from East 14 Street to Bancroft Avenue <br /> - Timothy Drive from 548' south of Davis Street south to bulb -out <br /> - Castro Street from Williams Street to Alvarado Street <br /> - Belvedere Avenue from Doolittle Drive west to end <br /> - Bermuda Avenue from Aurora Drive to Doolittle Drive <br /> - Blossom Way from East 14 Street to Bancroft Avenue <br /> Staff continues to explore the most economical way to maintain City streets. The segments of <br /> Sybil Avenue and Blossom Way listed above were originally scheduled to be reconstructed. <br /> However, based on results from the treatment on Farnsworth Street last year and confirmation <br /> that the road base structure on both street segments appear relatively sound, these streets are now <br /> scheduled to receive asphalt rubber double chip sealing, which costs significantly less than <br /> reconstruction. <br /> Staff has also applied for a grant from CalRecycle for the use of rubberized chip seal material. If <br /> awarded, this grant will reimburse the City at a rate of $1 per square yard of rubberized chip seal <br /> used from the date of grant award to April 2013. <br /> Previous City Council Action(s) <br /> On March 7, 2011, by Resolution 2011 -055, the City authorized the City Manager to file an <br /> application for the Rubberized Asphalt Concrete Grant Program administered by CalRecycle. <br /> Applicable General Plan Policy <br /> This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action <br /> Item 16.03: Maintenance. <br /> Code Compliance Review <br /> California Environmental Quality Act (CEQA) exemption has been filed with Alameda County, <br /> pursuant to Section 15301 "Existing Facilities ". <br /> Fiscal Impact <br /> The total construction cost including design, contingencies, construction management and <br /> Americans with Disabilities Act (ADA) upgrades in the project is estimated at $1,054,062. <br /> Budeet Authority <br /> This project will be funded by a number of existing CIP accounts: <br /> 1) $250,000 - Annual Street Sealing 2010 -11 Account No. 144 -38 -323; <br /> 2) $97,949 - Annual Overlay/Rehabilitation 2008 -09 Account No. 144 -38 -296; <br /> 3) $239,656 - Annual Street Sealing 2009 -10 Account No. 144 -38 -307; <br />
