MINUTES Page I I City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting — April 4, 2011 Public Comments on Item 10.A.: Mike Katz, San Leandro resident, addressed the City Council, providing reasons for not approving the contract and commenting that cameras were not installed at other more dangerous intersections in San Leandro. End of Public Comments on Item 10.A. Councilmember Cutter requested to table the matter and bring back a contract with the proposed improvements. A motion was made by Councilmember Starosciak, seconded by Vice Mayor Reed, to adopt the resolution and authorize the City Manager to negotiate for a cap on the CPI increase after comparing with contracts of other cities. Councilmember Cutter expressed that the negotiations would require back and forth, and would be difficult to handle through motions. Councilmember Starosciak requested clarification on the price relative to the length of the contract. Chief Spagnoli commented that the reduced monthly fee is based on the longer length of contract and that Redflex has been reasonable within the confines of the contract. Chief Spagnoli pointed out that the revised agreement would also address long -term construction issues. Councilmember Starosciak added the construction terms to the motion. Councilmember Gregory inquired if there are other vendors to consider. Chief Spagnoli reported that Redflex is the only vendor accepted by the Alameda County courts, and that the courts may not accept a new vendor. Councilmember Prola expressed that he is in favor of red light cameras, but not in favor of voting for an agreement without the details. He suggested extending the current contract and having the item come back. Vice Mayor Reed commented that she is in favor of red light cameras, and inquired who sets the ticket fine. Chief Spagnoli reported that the state sets the amount, which is the same as a ticket issued by an actual officer at the scene. Vice Mayor Reed concurred with the concern of not having the proposed terms written out. Councilmember Souza inquired about the possibility of a substitute motion for the motion made, and the consequences of such a motion. Councilmember Prola moved to table the motion and seek an extension until the item is brought back after negotiations.
