MINUTES Page I I <br /> City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting — April 4, 2011 <br /> Public Comments on Item 10.A.: <br /> Mike Katz, San Leandro resident, addressed the City Council, providing reasons for <br /> not approving the contract and commenting that cameras were not installed at other <br /> more dangerous intersections in San Leandro. <br /> End of Public Comments on Item 10.A. <br /> Councilmember Cutter requested to table the matter and bring back a contract with the <br /> proposed improvements. <br /> A motion was made by Councilmember Starosciak, seconded by Vice Mayor Reed, to <br /> adopt the resolution and authorize the City Manager to negotiate for a cap on the CPI <br /> increase after comparing with contracts of other cities. <br /> Councilmember Cutter expressed that the negotiations would require back and forth, <br /> and would be difficult to handle through motions. <br /> Councilmember Starosciak requested clarification on the price relative to the length of <br /> the contract. Chief Spagnoli commented that the reduced monthly fee is based on the <br /> longer length of contract and that Redflex has been reasonable within the confines of the <br /> contract. Chief Spagnoli pointed out that the revised agreement would also address <br /> long -term construction issues. Councilmember Starosciak added the construction terms <br /> to the motion. <br /> Councilmember Gregory inquired if there are other vendors to consider. Chief Spagnoli <br /> reported that Redflex is the only vendor accepted by the Alameda County courts, and <br /> that the courts may not accept a new vendor. <br /> Councilmember Prola expressed that he is in favor of red light cameras, but not in favor <br /> of voting for an agreement without the details. He suggested extending the current <br /> contract and having the item come back. <br /> Vice Mayor Reed commented that she is in favor of red light cameras, and inquired who <br /> sets the ticket fine. Chief Spagnoli reported that the state sets the amount, which is the <br /> same as a ticket issued by an actual officer at the scene. <br /> Vice Mayor Reed concurred with the concern of not having the proposed terms written <br /> out. <br /> Councilmember Souza inquired about the possibility of a substitute motion for the <br /> motion made, and the consequences of such a motion. <br /> Councilmember Prola moved to table the motion and seek an extension until the item is <br /> brought back after negotiations. <br />
