DRAFT MINUTES Page 2 Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting — April 18, 2011 B. Proclamation Declaring April 18, 2011 as Arbor Day in San Leandro. Public Works Services Director Mike Bakaldin accepted the Arbor Day proclamation presented by Mayor Cassidy. Mr. Bakaldin mentioned that the City will celebrate Arbor Day with a ceremonial tree planting on Tuesday, April 26, at 4:00 p.m. at McKinley School. All are welcome to attend. 3. PUBLIC HEARINGS — CITY COUNCIL Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the Mayor. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers may be determined and an official record of names and addresses obtained. A. Matter of Approval of U.S. Department of Housing and Urban Development [HUD] FY 2011 -2012 Annual Action Plan (approves the FY 2011 -2012 Annual Action Plan [Consolidated Action Plan], which is the second year of the FY 2010 -14 Five -Year Consolidated Plan and implements strategies from the Five -Year Plan through the use of Community Development Block Grant [CDBG] and Home Investment Partnership [HOME] funds from HUD). This being the time and place for the Public Hearing on the above matter, City Manager Hollister gave an overview of the item, and introduced Planning Manager Tom Liao. Mr. Liao gave a PowerPoint presentation, reporting on the recent 16% reduction in CDBG funding, which represents an approximately $125,000 reduction in funding from last year. Staff assumes there will be no change in HOME funds. The City's Human Services Commission will make its recommendations for reductions to public services grant funding at its April 27 regular meeting. Mr. Liao reported on staff's recommendations for other budget reductions. The Hearing was then opened to the public. Emil Awwad, representing the Davis Street Family Resource Center [ DSFRC], addressed the City Council, requesting that the City make no reductions to the DSFRC grant funding. Lou Filipovich, San Leandro resident, addressed the City Council, commenting that most of San Leandro's revenue comes from taxpayers, and the Council must consider how much it costs, who pays and for how long. Peggy Combs, representing Girls, Inc., addressed the City Council, commenting on the funding reductions that the public service agencies must incur, and expressing hope that the agencies would see the support restored when the revenues are restored. There being no further comments from the public, and without objection, the Public Hearing was closed.
