DRAFT MINUTES Page 2 <br />Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting — April 18, 2011 <br />B. Proclamation Declaring April 18, 2011 as Arbor Day in San Leandro. <br />Public Works Services Director Mike Bakaldin accepted the Arbor Day proclamation <br />presented by Mayor Cassidy. Mr. Bakaldin mentioned that the City will celebrate Arbor <br />Day with a ceremonial tree planting on Tuesday, April 26, at 4:00 p.m. at McKinley <br />School. All are welcome to attend. <br />3. PUBLIC HEARINGS — CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br />A. Matter of Approval of U.S. Department of Housing and Urban Development [HUD] <br />FY 2011 -2012 Annual Action Plan (approves the FY 2011 -2012 Annual Action Plan <br />[Consolidated Action Plan], which is the second year of the FY 2010 -14 Five -Year <br />Consolidated Plan and implements strategies from the Five -Year Plan through the use <br />of Community Development Block Grant [CDBG] and Home Investment Partnership <br />[HOME] funds from HUD). <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister gave an overview of the item, and introduced Planning Manager Tom Liao. <br />Mr. Liao gave a PowerPoint presentation, reporting on the recent 16% reduction in <br />CDBG funding, which represents an approximately $125,000 reduction in funding from <br />last year. Staff assumes there will be no change in HOME funds. The City's Human <br />Services Commission will make its recommendations for reductions to public services <br />grant funding at its April 27 regular meeting. Mr. Liao reported on staff's <br />recommendations for other budget reductions. <br />The Hearing was then opened to the public. <br />Emil Awwad, representing the Davis Street Family Resource Center [ DSFRC], <br />addressed the City Council, requesting that the City make no reductions to the DSFRC <br />grant funding. <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that <br />most of San Leandro's revenue comes from taxpayers, and the Council must consider <br />how much it costs, who pays and for how long. <br />Peggy Combs, representing Girls, Inc., addressed the City Council, commenting on <br />the funding reductions that the public service agencies must incur, and expressing hope <br />that the agencies would see the support restored when the revenues are restored. <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />
