Finance Committee questioned many of the proposed fee increases with key issues and concerns <br /> to be investigated by staff, as follows: <br /> a. Explanation of Connection fees and the increases <br /> b. Directed staff to meet with Taxi representatives and advise of the rate changes <br /> c. Decrease the Police Department Vehicle Release fee from the proposed S200 to $175 <br /> d. The Pool Facility Buy -Out fees, are these in addition to the individual admission fee? <br /> e. What are the admission fees at City Pools and are they increasing in 2012? <br /> f. Communication of Marina fee increases with Marina customers <br /> g. Sewer Service rates for 2010-11 and 2011 -12 how will these fees be billed on the <br /> property tax statement? <br /> h. Specific proposal regarding no Business License fees for small businesses, or nominal <br /> fees for either the first or second year of business; effort to be a `Business Friendly <br /> City" <br /> Committee Recommendation <br /> Committee recommended taking to Council for approval the fee and service charges, and taxes <br /> as amended. <br /> Committee Follow -up Issues <br /> Committee requested staff follow -up on seven fee issues and one specific proposal; <br /> memorandum responding to these issues is attached. <br /> 2. Discussion On FY 2011 -12 Budget Development Process <br /> Agenda item postponed until May 6, 2011 Finance Committee meeting <br /> 3. Follow -Up From Prior Finance Committee Meetings <br /> Finance Director Vesely provided PERS comparison of neighboring cities to the Finance <br /> Committee. Committee requested that PERS comparison be shared with the entire City Council <br /> and be placed on city website. Similarly, Committee requested that the John Bartel PowerPoint <br /> presentation be placed on the city website. <br /> Vesely also provided update on the State Budget from CaliforniaCityFinance.com dated April <br /> 13, 2011. <br /> 4. Public Comments <br /> Dave Johnson favors reduced business license fees for small businesses. Regarding the Bartel <br /> presentation, which he indicated was excellent, Mr. Johnson asked how the Miscellaneous PERS <br /> Rate Projection relates to the City's forecast? How are we protecting ourselves? <br /> Michelle Blumstein commented on Business License fee and not losing any revenues by giving <br /> them a free year or two because they are not currently paying for business licenses. <br /> 5.
