r Finance Committee Page 3 April 15, 2011 • Traffic reports increased from $5 to $10 (page 29) • Animal service pick up fee increased from $40 to $50 (page 30) • Vehicle release fee increased from $160 to $200 (page 30) Public Works: • Equipment Rental fees are modified based on current vehicle valuation and five new fees have been added and two deleted due to different descriptions (page 32) • Marina fees (page 33) o Berth rentals are increased by 5% to be commensurate with the bay area average o Security live aboard permit increased from $125 /month to $150 /month based on the bay area average o Transient berthing increased by 33% based on bay area average o Two new fees added: Post office box fee of $10 per box per month; Dry storage fee of $75 per space per month • Environmental Services (page 34 — 36) o Most fees are increased by 1.4% CPI, except for the five year Permit fee that increased by 3% from $1,137 to $1,175; and the "weekly" connection activity decreased from $1,560 to $1,460 based on the timing of charges (4 times per month) o Three new charges: Aboveground Petroleum Storage Act (APSA) facility annual fees for both qualified facility and non - qualified facility; and a new Food Facility Stormwater inspection fee. • Wastewater Discharge Service fees increased as per June 21, 2010 City Council Resolution 2010 -069 adopting wastewater discharge rates as published in the notice of proposed sewer and wastewater treatment rates for fiscal years 2010 -11 through 2014 -15 (page 36) Recreation and Human Services (page 37): • Senior Community Center includes new rates • Marina Community Center had slight decrease in kitchen usage rate and 3% increased hourly rental rate for the Titan Auditorium for some users • New hourly rental fees added for Halcyon Park and Washington Manor Park buildings • New day rental fees added for Root Park, Grover Cleveland Park, Halcyon and Stenzel parks • Farrelly Pool 90 minute buy -out fees have been segregated form Boys & Girls Club pool (page 40) • Family Aquatic Center fees reflect a change in description • Field rental fees include some changes by category and decreased youth rates • Soccer fees are new and reflected on page 41 In summary, Staff recommends Finance Committee approval of the proposed adjustments to City user fees and service charges, adjustment to the Emergency Medical Services Tax, the 9 -1 -1 Emergency Communication System Access Tax and the Business License Tax, in accordance with the San Leandro Municipal Code, effective July 1, 2011.
