Hollister City Manager City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportation partment <br /> BY: Kenneth Joseph, City Engineer <br /> Engineering and Transportation Department <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br /> FOR THE MARINA BOULEVARD STREET REHABILITATION PROJECT, PROJECT NO. <br /> 10- 150 -38 -329, FEDERAL AID PROJECT NO. STPL - 5041(037). <br /> SUMMARY AND RECOMMENDATION <br /> This project provides for the rehabilitation of Marina Boulevard between San Leandro Boulevard <br /> and Washington Avenue and between Teagarden Street and Alvarado Street. <br /> Staff recommends approval of a resolution approving the plans and specifications and calling for <br /> bids for the subject project. <br /> BACKGROUND <br /> The construction of the subject project will largely be funded through the Alameda County <br /> Congestion Management Agency (CMA) Block Grant Program (Program). The Program <br /> provides funds as part of Cycle 1 of the new Federal Transportation Act (FTA) and includes <br /> three components: Local Streets and Roads; Regional Bicycle Program; and Transportation for <br /> Livable Communities. The City of San Leandro received $807,000 in Local Streets and Roads <br /> grant funding for the subject project, which requires an 11.47% local funding match. <br /> During the grant application process, staff used the City's Pavement Management System to <br /> select candidate streets that are both eligible for federal funds and are in need of rehabilitation. <br /> The list of candidates was narrowed down based on various factors, such as pavement condition, <br /> traffic volume, and upcoming projects that may affect the roadway. Ultimately, these two <br /> segments of Marina Boulevard were found to be the most suitable for this grant project due to <br /> the engineering considerations mentioned above and also the amount of Program funds available. <br />
