Marina Blvd Street Rehabilitation, <br /> P&S, Call for Bids 2 May 2, 2011 <br /> The segment of Marina Boulevard between San Leandro Boulevard and Washington Avenue has <br /> a Pavement Condition Index (PCI) of 21 out of a possible score of 100, which means that the <br /> road is in such poor condition that reconstruction is recommended. Marina Boulevard between <br /> Teagarden Street and Alvarado Street had PCIs ranging from 38 to 43, so only the top layer of <br /> asphalt concrete will be removed and replaced. <br /> Analysis <br /> The project will reconstruct Marina Boulevard between San Leandro Boulevard and Washington <br /> Avenue by removing the asphalt concrete (AC) section, cement - treating the base materials and <br /> repaving the surface with a 4 -inch thick section of AC. On Marina Boulevard between <br /> Teagarden Street and Alvarado Street, the top four inches of AC will be milled off and repaved <br /> with a four -inch thick section of AC, strengthened with pavement reinforcing mesh. <br /> New curb ramps will be installed at corners that do not comply with current Americans with <br /> Disabilities Act (ADA) standards. Traffic detection cameras will be installed at the Alvarado <br /> Street and Teagarden Street intersections to replace the traffic detection loops, a technological <br /> direction the City is currently pursuing, where financially feasible. By replacing traffic detection <br /> loops in pavement with traffic detection cameras, future pavement repairs will not impact <br /> continued functioning of the traffic detection during the work. <br /> Previous City Council Actions <br /> • On September 7, 2010, by Resolution No. 2010 -109, the City Council authorized the filing of <br /> an application for funding under the CMA Block Grant Program, committing the necessary <br /> non - federal matching funds, and assuring completion of the project <br /> • On September 7, 2010, by Resolution No. 2010 -110, the City Council authorized the <br /> appropriation of $807,000 of CMA Block Grant Program funds for the Marina Boulevard <br /> Street Rehabilitation Project <br /> Applicable General Plan Policy <br /> This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action <br /> Item 16.03 -A: Funding for Maintenance. <br /> Code Compliance Review <br /> Caltrans Local Assistance has deemed the project a Categorical Exclusion under the National <br /> Environmental Policy Act. <br /> Fiscal Impact <br /> The engineer's estimate of the total project cost, including contingencies and construction <br /> management costs for the project is $1,190,000. $807,000 of these costs will be reimbursed <br /> from the grant fund. <br />
