CITY OF SAN LEANDRO
APPROVED AND
STAFF REPORT FORWARDED
TO CITY COUNCIL
DATE: May 2, 2011
Stephen L. Hollister
TO: Stephen L. Hollister, City Man ger City Manager
FROM: Uchenna Udemezue, Directo
Engineering and Transportati n Department
BY: Kenneth Joseph, City Engin er
Engineering and Transportation Department
SUBJECT PROJECT /PROJECT DESCRIPTION:
RESOLUTION OF AWARD OF CONTRACT TO BLOSSOM VALLEY CONSTRUCTION
FOR THE DOG WALKING PARK, PROJECT NO. 10- 122 -38 -314.
SUMMARY AND RECOMMENDATION
Staff recommends award of contract to the lowest responsible bidder, Blossom Valley
Construction, in the amount of $167,753.00.
BACKGROUND AND ANALYSIS
This project was originally proposed to the City by a local community group known as Four
Paws Society because the City has no fenced off -leash dog park. The City's Recreation and
Parks Commission determined that such a park would be a benefit to the community and asked
the City to add it as a Capital Improvement Program project. During the course of the design of
the project, Staff continued providing updates to the various stakeholders, including
presentations to the Recreation and Parks Commission, Facilities and Transportation Committee
and the Four Paws Society, through its spokesperson.
The proposed park is located on the City's Shoreline Recreation Area south of Marina Park
(adjacent to the East Bay Discharge Authority facility and the Tony Lema Golf Course). The
area is designated for off -leash dog activities, but is not fenced and has no amenities. This
location is within the jurisdiction of the Bay Conservation and Development Commission
(BCDC), requiring permission from the BCDC to install the park.
The proposed project will provide a new fenced area for off -leash dog walking. Separate small
and large dog fenced areas will be provided. Shade structures with tables, drinking fountains,
benches, picnic tables, and trash receptacles will also be installed as part of this project. To
permit the construction, the existing gravel access roadway will be relocated.
