Dog Walking Park — Award of Contract 2 May 2, 2011 Analysis The bids were opened on April 12, 2011. Ten (10) bids were received ranging from $167,753.00 to $265,492.00. Blossom Valley Construction is the lowest responsible bidder. The engineer's estimate for the work is $238,982. Previous City Council Action(s) • On June 1. 2009 by Resolution No. 2009 -070, the City Council allocated $50,000 of Park Development Fees for the construction of the Dog Walking Park as part of 2009 -2010 budget • On June 7. 2010 by Resolution 2010 -060, the City Council allocated an additional $312,000 of Park Development Fees for the construction of the Dog Walking Park as part of the 2010- 2011 budget • On March 21, 2011 by Resolution 2011 -064, the City Council approved the plans and specifications and called for bids City Council Committee Review and Action • The project has been presented to the Recreation and Parks Commission, the Council Facilities and Transportation Committee and the Four Paws Society • January 2011 and February 2011, project designs were presented to the Council Facilities and Transportation Committee • January 2009. a Conceptual Dog Park Plan was presented to the Facilities and Transportation Committee Applicable General Plan Policy Project complies with General Plan Goal 22.03 regarding the Development of New Parks. The proposed project will provide recreational opportunities to a user group (dog owners) that is currently underserved by our parks and recreational facilities, none which have off -leash areas for dogs. Permits and /or Variances Granted An amendment to the existing Bay Trail permit with the BCDC was obtained to allow for the construction of the park. Environmental Review A CEQA Negative Declaration for this project was filed with Alameda County on July 23, 2010. Code Compliance Review Work shall comply with all applicable building codes. The pre- fabricated shade structure manufacturer will submit documents for a City building permit.
