DRAFT MINUTES Page 4 Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting — May 2, 2011 Police Chief Sandra Spagnoli and San Leandro Police Officers Association (SLPOA) President Mike Sobek accepted the proclamation presented by Mayor Cassidy. D. Presentation on the San Leandro Energy Efficiency (SLE Program. Senior Planner Sally Barros gave a PowerPoint presentation, providing information on the SLE program. Ms. Barros responded to questions from the Council, and urged the Council to help her spread the word to the community about the program. E. Presentation on the Global Access Form. Business Development Manager Cynthia Battenberg gave a presentation on the Global Access Form, to be held on Friday, May 20, 2011, at the Senior Community Center. The form will provide local businesses with information on how to succeed in the global marketplace. City staff has developed an informational flyer, which will be distributed later this week. The City is partnering with other local and regional agencies to spread the word about the form. Mayor Cassidy commented that he would like to get as many San Leandro businesses involved as possible. 3. PUBLIC HEARINGS — CITY COUNCIL Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the Mayor. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers may be determined and an official record of names and addresses obtained. A. Matter of Proposed Adjustments to City Fees and Service Charges, Taxes, Taxicab Fares and Filming Permit/Business License Changes for Fiscal Year 2011 -12. This being the time and place for the Public Hearing on the above matter, City Manager Hollister provided a brief overview of the matter, and introduced Finance Director Tracy Vesely. Ms. Vesely summarized the information provided to the Council, including the draft fee schedule, and called the Council's attention to the memo addressing follow -up items from the April 15 Finance Committee meeting. She noted a correction to the staff report and memo, clarifying that the $5 per person entrance fee is not charged when a group pays the pool buy -out fee. Budget and Compliance Manager Mary Ann Perini gave a PowerPoint presentation, providing background on the process for setting and adjusting fees, and the Finance Committee's review of the proposed adjustments. Staff responded to questions from the Council. The Hearing was then opened to the public.
