DRAFT MINUTES Page 5 Cite of San Leandro Cite Council and San Leandro Redevelopment Agency Joint Meeting — May 2, 2011 Paul Goodfader, Castro Valley resident and taxi driver, addressed the City Council, commenting on the increase in taxi rates. Rattan Singh, A -1 Yellow Cab Co., addressed the City Council, commenting on the high cost of auto insurance and fees for taxis, and the large number of taxicabs operating in San Leandro. Michael Broad, Law Office of Michael Broad, addressed the City Council, stating that he represents various cab companies in the East Bay. Mr. Broad commented on the steep increase in the fingerprinting fee, and applauded the proposed taxi flag drop and meter rate increases. Zafar Anjum, San Leandro resident and taxi driver, addressed the City Council, requesting that the Council consider decreasing the requirement for $1 million general liability coverage for taxi drivers. Manjeet Singh, Yellow Cab AAA, addressed the City Council, expressing concern regarding the increased fees for taxi drivers, including the fingerprinting fee. Sulaiman Siddiqi, Bay Cab, addressed the City Council, commenting on the overabundance of taxi operators in San Leandro. There being no further comments from the public, and without objection, the Public Hearing was closed. Councilmember Starosciak stated that she would like the discussion on taxicab fees and licensing requirements to continue between staff and the business owners. She stated that she would like to see the Finance Committee examine the benefit units for large nursing homes, to ensure that the facilities are paying their fair share for services received. Mr. Hollister noted that the fee was enacted by a vote of the people, and the Council may want to consider this issue for a future election. Councilmember Starosciak noted that Library and Recreation facilities have different policies for meeting room use by homeowner associations and other non - profit groups. Vice Mayor Reed asked about the possibility of one -time versus annual fingerprinting of taxi operators. Police Chief Spagnoli stated that submission of fingerprints is the only way for the City to obtain an annual update of the individual's record. Councilmember Gregory supported the concept of limiting the number of taxicab operators in San Leandro through a medallion system. Resolution No. 2011 -082 Resolution Amending Title 6, Chapter 4 of the San Leandro Administrative Code Relating to Fees and Charges for Services Provided by City Departments (adjusts user fees and services charges, effective July 1, 2011).
