Similarly in San Leandro, the number of new housing <br /> building perniits fell in 2008, about 30% less than the previous year. There was another <br /> decline of 21% in building permits for new housing in 2009 compared to 2008. As of <br /> 2010, there was a slight increase of 6% over the previous year in these permits. <br /> Despite the economic downturn, new housing construction (including lower -cost housing <br /> development) still has positive economic and fiscal effects on the State and local <br /> jurisdictions. Developing lower -cost housing is not only an important strategy for <br /> attracting and retaining an essential workforce but also a sound financial move for local <br /> government (Mid.). <br /> Some of the City's other key goals and accomplishments to date include: <br /> • GOAL 54: ADMINISTRATION OF HOUSING PROGRAMS <br /> • The Redevelopment Agency completed its 2010 -2014 Five -Year <br /> Redevelopment Implementation Plan in September 2010 (100% of goal <br /> met). <br /> • GOAL 55: HOME OWNERSHIP <br /> • 12 First -Time I-lomebuyer Program (FTH13) loans were awarded in 2010 <br /> (120% of annual goal met), and two FTHB seminars and one post - <br /> purchase workshop held (100% of annual goal met). <br /> • GOAL 56: AFFORDABLE HOUSING CONSERVATION <br /> • 17 Minor Home Repair Grants were awarded (85% of annual goal met); <br /> • Four Owner Assisted Rehabilitation loans were provided (40% of annual <br /> goal met); <br /> • 13 Mobile Home Repair grants were awarded (65% of total goal met); <br /> and, <br /> • 12 rental housing units were rehabbed at Mission Bell Apartments (12% <br /> of total goal met). <br /> • GOAL 57: GREEN NEIGHBORHOODS <br /> • Green Point Rated /LEED checklists were created for new residential <br /> construction, and LEED construction is required on City - funded projects <br /> that are awarded more than $3 million (100% of goal met); and, <br /> • The City Council adopted a Climate Action Plan in 2009 (I00% of goal <br /> met). <br /> • GOAL 58: SPECIAL NEEDS POPULATION <br /> • The City produced 50 units of senior housing at Estabrook Place (50% of <br /> total goal met); <br /> • Building Futures with Women and Children (BF\VC) provided <br /> emergency shelter and support services for 239 persons (96% of annual <br /> goal met); <br /> • Davis Street Fancily Resource Center (DSFRC) provided essential social <br /> services for 44,194 clients (DSFRC exceeded this annual goal ten fold); <br />
