I-lousine Element — Annual Performance Review <br /> Planning and Housing Manager Liao made a presentation summarizing the staff report on the <br /> 1-lousing Element Annual Performance Review. He noted too that after the Planning Commission <br /> has commented on the Housing Element APR, it will be revised as appropriate. The document <br /> will then go to the City Council on May 16, 2011 for further review and comment. Once the <br /> Council approves the APR, it's scheduled to go on to the California Department of Housing and <br /> Community Development in late May 2011. Mr. Liao also acknowledged the presence of <br /> Housing Specialist Jean Flom, who conducted the research and compiled the report. <br /> Commissioner Crow commented on San Leandro's proximity to universities and colleges, <br /> including Cal State /East Bay, Laney, Mills and Chabot, and accessibility to other Bay Area <br /> colleges and universities. He also noted that because many students have access to two wallets — <br /> theirs and their parents — he'd like to see that money spent in San Leandro. He asked whether <br /> anything in the Housing Element is aimed at bringing in more student tenants. Mr. Liao said that <br /> there may be nothing specific in the Element, but that doesn't prevent the City from looking at <br /> that population. He also pointed out that, particularly in terms of RHNA, the low- income <br /> definition doesn't apply to students who are supported by their parents. He added that housing <br /> opportunities for students my be more of the private housing market's responsibility. <br /> Commissioner Dlugosh asked about the status of redevelopment. i\•lr. Liao said that while not <br /> much news has been forthcoming, the fact that Governor Brown missed the deadline for the June <br />
